SKATEBOARDING
Recommendation
Pleasure of the City Council.
Background
A concern was brought to the City Council under "Public Concerns"
which dealt with skateboarding around the Council Chambers in the
Civic Center. Staff was asked to conduct research to determine if
other cities had enacted ordinances dealing with prohibit ion of
skateboarding on public grounds.
Ordinances from La Palina, Brea, and Huntington Beach were obtained
and address in various ways the problems experienced with
skateboards. Ail agencies contacted expressed concern over this
particular issue, felt it was a problem with no easy answer. They
also stated that it was very difficult for their law enforcement
t~. enforce ordinance provisions because of other priorities for
service. Copies of these ordinances are attached.
Tustin City Code Section 5343(b) states, "Skateboards shall be
prohibited on all City streets and public highways in the City.
The prohibited area shall not include City sidewalks. Skateboards
shall yield the right of way to pedestrians at all times.
Our existing ordinance does not prohibit the use of skateboards.
It does put the responsibility for safe operation on the operator
of the skateboard. Adherence to our existing regulations would
allow all skateboards and pedestrians to safely co-exist on public
or private property without changing existing ordinances.
Enforcement of skateboard regulations is difficult. These calls
necessarily occupy low priority unless there is immediate danger
to life or property. Also, these violations typically occur
during peak calls for service hours . The Civic Center is
currently posted for no skateboards on the sidewalks. Closer
monitoring by all staff should alleviate this problem. I
recommend no further Council action.

ORDINANCE NO.- 88-08
AN .ORDINANCE OF THE CITY COUNCIL OF THE
CITY OF LA PALMA ADDING PROVISIONS TO .
CHAPTER 18, OF THE LA PALMA-CITY CODE
TO PROVIDE FOR THE PROHIBITION ON THE
RIDING OF SKATEBOARDS ON CENTRAL PARK
AND CIVIC CENTER FACILITIES
WHEREAS, the City of La Palma does not currently prohibit the riding
of skateboards on Central Park and Civic Center facilities; and
WHEREAS, that rom of transportation continues to create hazardous
situations for both pedestrians and riders; and
WHEREAS, the riding of skateboards is resulting in costly damage due
to the vandalism; and
WHEREAS, the La Palma Police Department, without authority to
restrict the riding of skateboards' cannot adequately provide for the
health, safety, and well-being of individuals in these areas.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LA PALMA DOES HEREBY
ORDAIN AS FOLLOWS:
Section 1. Sub-section {e} of Section 18-8 of the La Palma City
Code is hereby added to read as follows:
{e) "It is unlawful to ride a skateboard within or about the
Central Park Facilities, including the Community Center."
Section 2. Section 18-9 of the La Palma City Code is hereby added
to read as follows:
Sec. 18-9. Civic Center Facilities -Conduct In.

ter Facility."
