RECOMMENDATION'·
Pleasure of the City Council.
BACKGROUND:
At the last two. City Council meetings, the Council discussed the
possibility of vacating a portion of San Juan Street adjacent ~to both
Tustin High School and Lambert Elementary School. Copies of the two
previous Staff reports are attached for reference.
The City Council continued this item to the August 1, 1988 City
Council meeting, so that a joint meeting with the Tustin Unified
School District could be held to discuss the long term use of the
~urrent school sites. It is my understanding that the date for this
joint meeting has not yet been established.
DISCUSSION:
There are two directions which may' be pursued by the City Council on
the proposed street vacation as follows:
1. Table the issue until such time the City Council has had the
opportunity to have a joint meeting with the Tustin Unified
School District Board Members.
This direction would probably impact Caltran's time table for
right-of-way certification on the I-5 widening project.
2. Direct Staff to commence the street vacation proceedings through
the public hearing phase. Final determination/action by the
City Council could then be delayed until after the joint CityJ
District meeting. The timetable for this direction would most
likely be Schedule Three outlined in the attached July 12, 1988
Staff memo, except for the final determination date.
This direction would minimize the impacts to the Caltran's
schedule if the street is ultimately vacated.

BACKGROUND=
At their meeting of July 5, 1988, the ~ity Council reviewed the staff
report of June 28, 1988 (copy attached) and requested Staff to provide
additional information as follows:
1. Establishment of a Caltrans timetable for acquisition of certain
properties related to the I-5 widening.
2. Information on the improvements for E1 Camino Real between Red Hill
and Orange Street.
3. Use of a.reversionary clause in the street Vacation proceedings to
ensure that the San Juan Street right-of-way and its improvements
would revert back to the City ih the event the land within the
Street right-of-way is not utilized to maintain Tustin High School
and Lambert School as one contiguous site for school use purposes.
DISCUSSION:
Item ! - ~ Timetable
Caltrans has indicated they need to certify right-of-way no later than
April 1989 so that their I-5 widening construction schedule can be
maintained. It was indicated that they will most likely commence
eminent domain proceedings in the very near future if they cannot reach
agreement with the school district or the San Juan Street vacation
proceedings cannot be completed. The eminent domain proceedings can be
withdrawn at any time prior to finalization.
Following is a tentative schedule provided by Caltrans for the work
related to E1 Camino Real:
Bid advertisement ........................... February 1989
Right-of-way acquisition complete ........... April 1989
Right-of-way cleared of structures .......... July 1989
Commencement of E1 Camino Real realignment -- September 1989

Item ~ - E1 ~amino Real Improvements
Caltrans has confirmed that they will improve E1 Camino Real between Red
Hill Avenue and Orange Street to full secondary highway standards (80
feet of right-of-way and 64 feet between curbs). This work would be
accomplished as one of the first phases of the construction segment of
the I-5 widening.

Item ! - Use of Reversionary. Clause
The City Attorney's office has determined that the street may be vacated
under the regulations of the street and ~highway code with the
reservation of an ~mproved easement per Section 8340(b) of said code to
allow the City to exercise its right to reopen the street as a street
easement if it deemed necessary in the future.
As an'added measure of protection, it is suggested that the City require
a two-party agreement between the City and School District wherein the
District would be responsible to provide street easement and a fully
improved street to the City in the event the area to be vacated is not
utilized for school related purposes and to combine the Lambert School
and Tu~tin High School parcels together as a contiguous parcel. This
· agreement should be integrated as Exhibit "A" into the resolution
ordering the vacation of said street.
As previously outlined, the follpwing are potential schedules for'the
street vacation proceedings:

~ September 1987 the City Council authorized Staff to proceed with a
~.,affic analysis to investigate the feasibility of vacating a portion of
· a~' Juan' Street adjacent to .Tustin High School and Lamber~ Elementary
SchoOl. This authorization came as a result of Caltrans' request to the
Sty to consider the vacation of San Juan Street. The firm of
~cin-Foust Associates was the City's ~selection to complete the
a~alysis of this potential street closure.
--~trans, request for street vacation came after their initial contacts
with the Tustin Unified School District had surfaced the District's
macerns over losing approximately 3 acres of land along the E1 Camino
~ frontage of Tustin High School. This 3 acre loss would reduce an
a~eady substandard size high. school site to approximately 24acres.
~e vacation of a portion of San ~uan Street would allow the residual
Ti~cin High School site to be physically joined .with the Lambe~c
~Ze~entary School site which is approximately 10 acres in size.
~SCUSSION; The firm of Austin-Foust Associates, Inc. has completed the
~ Juan Street Closure Traffic Analysis (copy previously furnished)
which a general' summary is as follows:
The study area is bounded by E1 Camino Real on the South, Red Hill
Avenue on the East, Bryan Avenue on the North and Newport Avenue on
the West.. Ten primary intersections surrounding San Juan Street
were also evaluated.
Traffic generated by the residences and schools on and around
San Juan Street was estimated, with through traffic on San Juan
Street being estimated by means of a license plate matching study.
Levels of service on the key intersections were tabulated on exist-
ing traffic counts.

Levels of service at key intersections were then tabulated on a long
range time frame and ~he impacts of the street closure assessed.

'Section II of the analysis outlines the following areas:
· Existing average daily traffic (ADT) volumes on the
key streets within the study area.
* Existing peak hour (A.M., Noon and P.M. )turning movements
~- at key intersections.
· ThroUgh traffic study by use of a license plata matching
study. Through traffic on San Juan Street ranges from
26% in the A.M. to 37% in the P.M.
Section III 'of the analysis summarizes the amount of traffic
diversion whichwould occur with the street closure and the impacts
of that diversion:
* The ~hrough traffic diversions generally have minimal
impact on the key intersections with the exception of
E1 Camino Real and Red Hill Avenue. The Intersection
Capacity Utilization (ICU) rate increases 4% from 1.29
to 1.33, or Level F. This level of service is based on
a two-lane facility on E1 Camino Real in lieu of the
ultimate four-lane facility,
..
* All other key intersections show either no changg,
only a change of one percent in the .ICU level.
Some local traffic using San Juan Street to access
Newpor~ or Red Hill Avenue will be forced to use Utt
Drive, Lance Drive and Walnut Street.
The long range impacts (Past 2010) were tabulated for
the two critical intersections of E1 Camino.Real at
Newpor~ Avenue and E1 ~.amino Real'at Red H£11 Avenue
based upon a four-lane roadway on E1 Camino Real.
These intersections continue to operate at less than
desirable levels, but the impacts increase only from.
0% to 2%.
In the event the City Council elects to proceed with the San Juan
S~reet vacation proceedings, the following is a suggested procedure:
* Refer to Planning Commission for their finding that 'the
vacation of San Juan Street will be in conformance with
the General Plan.
* Return to City Council for adoption of Resolution of
Intention for the street vacation.
