J RECOMMENDATIONS ® That the Council approve in concept the Senior Center Operating Plan attached ~o this report. The financial details are included in the 1988/89 Budget which has been adopted by the Council. · That the City Council appoint the below-listed persons as the inaugural members of the Senior Center Advisory Board.. These individuals are the four senior adult members of the Senior Center Steering Committee who are not staff, plus one new member recommended by the Senior Center Steering Committee group. Lloyd Ebel Ken Hoesterey Ruby May Janet Schwartz Margarete Thompson · That the City Council adopt as policy that seniors be actively involved in the operation of the Center. · That the City Council adopt as policy that the philosophy of the Center is to provide programs for seniors at little or no cost. BACKGROUND As Council is aware, the Tustin Area Senior Center is under construction. Completion is expected in early 1989, the culmination of a long campaign which has enjoyed the active involvement of the Tustin area senior adult community. Instrumental in that campaign has been the Senior Center Steering Committee (SCSC). The SCSC group has studied and approved the attached report and encourages Council to approve it. The report is a product of many months of staff work and research, gleaning the best ideas and background from senior centers in both Orange and Los Angeles Counties. The SCSC group will continue on through Senior Center Operating Plan Page Two the construction phase; at the opening,.it will be appropriate to start the new Senior Center Advisory Board as indicated in the report. This Board is a requirement of grant funding and a good illustration of Tustin's philosophy to involve seniors in program planning. This advisory board will make recommendations for policies and programs to serve the Tustin area senior community. The fiscal implications of the Center opening in January have been incorporated in the 1988/89 Budget which has already been approved by the City Council. Upon approval of the operating plan, staff and the senior volunteers can continue planning and working towards opening day. This is_one more step on the way to completion of this important project; both staff and the SCSC members urge the City Council to approve the operating plan. y~~A'~' ~L~~v _ Ro .
