SUBJECT: AWARD OF CONTRACT FOR TRAFFIC SIGNAL NAINTENANCE, 1987-1991

RECOMMENDATION:
For the City Council meeting of April 6, 1987.
Award a contract to Superior Signal Service for traffic signal maintenance for the
period beginning May 1, 1987 through April 30, 1991.
BACKGROUND:
Bids were opened March 24, 1987 and three bids were received. The basic unit bid
was the price per intersection per month as shown below:

Computer Service Co., Ful lerton
Signal Maintenance, Inc., Anaheim

The estimated annual costs for signal maintenance for each of the three bidders
under their submitted pric~ schedules is shown as follows:

Extraordinary.maintenance includes repairing damage caused by vehicle collision,
storms or other acts of nature. Our present cost on this item is running
unusual ly 1 ow.
Our '1986-87 fiscal year costs, under current pricing under the contract with
Signal Maintenance, Inc., are estimated to total as follows:

The potential savings of $12,491 annually under a new contract amounts to 21%.

The low bidder, Superior Signal Service, currently has contracts with 24 agencies
including the cities of Costa Mesa, Brea, La Palma and the County of Orange.
Personnel at these four agencies were contacted and all indicated satisfaction
with the quality of service they are receiving.
