HomeMy WebLinkAboutOB 2 EMERG SVCS PLAN 08-15-88DATE: ADGOST 8, 1988 TO: FROM: SUBJECT: WILLIAM HUSTON, CITY MANAGER PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION EMERGENCY SERVICES PLAN RE COMMENDAT I ON: Request the Tustin City Council, at their regular meeting of August 15, 1988, to adopt the "Exercise Planning Program" as the City's program for writing the initial draft of a Multi-Hazard Functional Plan and staff training for disaster response. BACKGROUND: In November 1987, Council decided to develop a Multi-Hazard Functional Plan (MHFP) with in-house staff assisted by the State Office of Emergency Services (OES) utilizing a method of exercise planning desktop seminars. This method allows the City to develop and write a MHFP _~geared specifically to the jurisdiction as well as train the staff to 7espond and function in situations- germane to their particular and/or anique needs and desired response level. The first planned exercise would be a simulation focusing on the City's response following a catastrophic earthquake. An earthquake simulation is utilized because it is the disaster most often associated with this geographical location (California); it is the first annex of a MHFP; and, it incorporates the potential for several other disasters, i.e., fire, flood, hazardous spills, multi-casualty incidents. The exercise planning program is based on the team concept, with the team being represented by every department in the City. Each department head would appoint a representative(s) for the task force/team to work with the City's Emergency Services Coordinator and OES representative to: 1. Develop an awareness of the general earthquake threat. · Determine the specific earthquake threat implications to the City of Tustin. · Project Tustin's emergency response operation through an extended time following the hypothetical earthquake. · Perform a detailed analysis of Tustin's operation including the types and locations of major problems expected to impact Tustin. · Develop a list of problems and issues to be addressed in the event of a disaster and develop resolutions to the problems and issues before the disaster occurs. Additional required information has been requested from the Federal level and should be received in six to eight weeks.
