TENANT IMPROYEMENTS AT 650 EL CAMINO REAL
RECO~I~ENDATION
Pleasure of the City Council.
BACKGROUND
The City Council at their regular meeting on August 1, 1988 requested the
possible waiver of building permit penalty fees for the tenant improvement work
for SAX of Tustin at 650 E1 Camino Real be agendized for Council discussion.
Work on the subject improvements began without benefit of approved plans or
building permits. The Building Division inspected the subject property in
response to a complaint from an adjacent tenant, posted a stop work notice,
subsequently reviewed and approved plans and issued building permits on July 26,
1988. Pursuant to provisions of the Building Code, the tenant was charged a
double building permit fee of $764 for conducting construction work without a
building permit; the original building permit fee would have normally been $382.
Upon inspection of the subject work it was found that the business owner's
contractor had continued to conduct work on the job after the stop work notice
and before issuance of a building permit; drywall had been sealed preventing an
adequate inspection of work done by the owner's electrical contractor. The
City's building inspector, Curt Simpson, asked for several holes to be exposed
in the drywall so that the electrical work could be inspected and finaled.
