~he proposed 1988-89 program is heavy with wheelchair ramps because bids
or last year's sidewalk and wheelchair ramp project were higher than
the budgeted amount. This forced the Engineering Staff, with City
Council concurrence, to eliminate nine wheelchair ramps. The proposed
program for 1988-89 will pick up the ones that were dropped last year.
