Absent: None City Attorney Rourke, present. City Engineer Carices, present. Moved by Councilman Mack, seconded by Councilman ~'] Klingelhofer that Minutes of February 4th Regular Meeting and February llth Regular Adjourned Meeting be approved as mailed and received. Carried. ZONING Rearing. on zoning and zoning legislation open- LEGISLATION ed at 7:32 P.M. There being no objections or comments,it was moved by Councilman Klingelhofer, seconded by 0RD. N0. 197 Councilman Mask that Ordinance No. 197, pre- scribing regulations under which permits shall be issued for the laying, constructing, recon- structing, and repairing of curbs, sidewalks, gutters, driveways, roadway surfaces, storm drains, culverts etc. have first reading by title only. Carried unanimously. There being no objections, it~ was moved by 0RD. N0. 198 Councilman Mack, seconded by Councilman Humea- ton that Ordinance No. 198, regulating the excavation, grading and filling of land, and providing regula~o~y standards for surface and sub-surface drainage of properties, have first reading by title only. Carried unani- mously. There being no objections, it was move~ by Councilman Mask, seconded by Councilman Klingel- 0rd. N0. 199 hofer that Ordinance No,. 199, requiring permits for the excavation, filling and obstruction of public highways, prescribing the procedure for the application and issuance of permits, and im- posing penalties for viblations, have fZrst reading by title only. Carried unanimously. There being no o~jections, it was moved by councilman Klingelhofer, seconded by Council- 0RD. N0. 200 man Sheridan that Ordinance No. 200, amending the zoning ordinance of the City of Tustin to provide a "PR" Professional District be read by title only. Carried unanimously. There being no objectioms, it was moved by Councilman Sheridan, seconded by Councilman 0RD. NO. 201 Mack that Ordinance No. 20i, amending Section AMENDING 8.4 of Ordinance No. 157 as amended, have first 0RD. N0. 157 reading by title only. Carried unanimously. There being no objections, it was moved by ORD. NO. 202 Councilman Sheridan, seconded by Councilman 202-AMENDING Mack that Ordinance No. 202 and 202~A modifying 0RD. N0. 157 and amending the Zoning Ordinance No. 157 as~amended, by the addition thereto of Sections 4.15 and 5.31, have first readings by title only. Carried Unanimously. There being no objections, it was moved by 0RD. NO. 203 Councilman Sheridan, seconded by Councilman APTENDING I Klinge~hofer that Ordinance No. 203, amend- ORD. NO. 157 ing Ordinance No. 157, as amended, and pro~ viding for dedication of Rights of Way~ have first re~ding by title only. Carried ~nanimously. Hearing on zoning and zoning legislation de- clared~closed. FIRST STREET Hearing on First Street Annexation to the ANNEXATION City~ of Tustin opened at 7:49 P.M. There being no protests, the Hearing was de- clared closed at 7:50 P.M. Moved by Councilman Sheridan, seconded by Councilman Klingelhofer tha~ Council dis- cussion on First Street Annexate. on Hearing be recessed for two minutes. Carried. Moved by Councilman Sheridan, seconded by ORD. NO. 202.A Councilman Mack declaring R ~ zoning to be.~ R-4 ZONING an emergency measure and that Ordinance No. 202-A establishing said zoning, have second~ and final reading by title only. Motion carried unanimously. Moved by Councilman Sheridan, seconded byl 0RD. N0. 202-A Councilman Klinge!hofer that! Ordinance No. AMENDING 202-A amending Ordinance~ No. 157, as amend- ORD. NO. 157 ed by the addition thereto of Section 4.15 and 5.3i be passed and adopted. Carried by roll call, all councilman voting Aye. First Street Annexation Hearing discussion continued at 8 P.M. Moved by Councilman Sheridan, seconded by FIRST STREET Councilman Mack that Ordinance No. 204 and ANNEXATION 204-A approving the annexation of certain territory designated First Street Annexation, have first reading bY title only. Carried unanimously.. Moved by Council~a~Mack, seconded by ORD. NO. 204 Councilman Klingelhofer that Ordinance No. 204-A have second reading by title only and be passed and. adopted as an emergency mea- sure. Carried by roll call, all councilmen voting Aye. Wheelock, STORM DRAIN assistant to the City Engineer, be recognized I135 to sign permit form for Orange County Flood Con- trol regarding modification of East Tustin Storm Drain. Carried. FIRE ZONING Fire zoning as presented by Chief Hilton continued to next regu~&r meeting. PURCHASE OF Necessary steps to be taken for purchase of second SECOND PARCEL parcel in accordance with Agreement with Betty J. Armstrong referred to the City Attorney. CITY HALL BiI1 from Glockner, contractor, for new City Hall, BILL REPORT referred to Mr. Sheridan for checking and report. Moved by Councilman Sheridan, seconded by Council- MCBRIDE man Humeaton that letter of appreciation from Mrs° LETTER J.Lo McBride and family be received and filed. Motion carried. RES. N0. 631 Suggested by Mr. Humeaton that said letter and copy of Resolution No. 631 be inserted in back of pic- ture of J.L. McBride. REQUEST BY Moved by 'Councilman Mack, seconded by Councilman JOB'S oSheridan that request of Jobs' Daughters to hold DAUGHTERS a car wash on Chamber of Commerce parking lot, be granted upon presentation of Certificate of insurance to the City Clerk'and that lot be clean- ed after wash.
