SUBJECT: Bingo Games At Tustin Area Senior Center
RECOMMENDATION:

BACKGROUND AND DISCUSSION:
Councilman Kelly asked staff to research the Tustin City Code
regarding bingo games in order to determine whether the Senior
Center would be eligible to apply for a license to conduct same.
Tustin City Code Sections 3241, 3242, 3243, and 3244 pertain to
the regulation of bingo. The Code specifies that organizations
eligible for a City license include "organizations exempted from
the payment of bank and corporation tax by Section 2107a, 23701b,
23701d, 23701e, 23701f, 23701g, and 237011 of the Revenue and
Taxation Code, mobile home park associations, and senior citizen
organizations are eligible to apply for a license to conduct bingo
games within the City of Tustin provided that the proceeds, with
specified exceptions, of such games are to be used only for
charitable purposes.
The Code goes on to describe the process for applying for a license
and the regulation of bingo games. It is clear from the City Code
that the Tustin Area Senior Center would be eligible to apply for
a license to conduct bingo games should the advisory board so
desire.
