February 4, 1963
Meeting called to orde~ at 7:30 P.M. by Mayor Doney
Present: Done~, Sheridan, Humeston, Klingelhofer

Mayor Doney.read letter from Cathy Gibbons, student, and
welcomed Miss Gibbons to the meeting. Mayor Doney then ordered
letter answered and filed.
Moved by Mr. Humeston, seconded by Mr, Sheridan that
Minutes of January 21st meeting be approved as mailed
and received. Carried. .
Hearing on Zoning and Zoning Legislation, opened at
Zoning 7:35 P.M.

Moved by CounciLman. Sheridan, seconded by Councilman
~ Klingelhofer that Hearing be continued to ne~t reaular meeting
O~ February 18th at 7:30 P.M. so that complete consideration
~ might be given all changes and recommendations, Carried,

Sheridan tht clerk be authorized to advertise for bids on
Project 26 Project No. 26, South "D" Street from Laguna Road to
So. D St. 470' Southerly - estimated cost $5,600.00. Carried,
Moved by CounciLman Klingelhofer, seconded by Councilman
First St, Sheridan that clerk be authorized to advertise for bids
Imp, for Lmprevemen~s on First Street from 'D' Street to
Prospect - estimated cost $7,800.00 Carried.
Flood control map presented by Mr. Carlsen for study.
Moved by Councilman Sheridan, seconded by CounciLman
Klingelhofer that Tract Map 4535 be apDroved subject to
Tract 4535 owner submitting authorization signature on improvement agree-
ment and said agreement approved by City Attorney and City
Engineer and Mayor and City Clerk authorized ~o execute
upon final approval._ Carried.
Moved by CounciLman Sheridan, seconded by Councilman
Collateral Klimgelhofer that Firtst Western Bank be notified that the
Bonds City has no objections to the substituting of collateral
bonds. Carried.
Moved by Councilman Sheridan, seconded by CounciLman
Klingelhofer and duly carried that attorney draw up a
Five step resolution amending five step grades of Police Clerk
plan for Dispatcher to read as follo~.~s:

Moved by CounciLman Klingelhofer, seconded by CounciLman
I Parking Sheridan that request of Frances and A1 Pauck of the Little
Orange Ave. Red Inn be approved, subject to a study by the Street
Superintendant and Police Chief as to time limit and
portion of Street to be posted. Carried.
Moved by Councilman Sheridan, seconded by CounciLman
Planning Klingelhofer that the City Authorize up ~o five officials
Conf. of the City to attend Annual Plannin~ Conference - regis-
tration and lunches to be at the expense of the City. Carried,

DANCE PERMIT Moved by Councilman Ktingelhofer, seconded by Council-
man Sheridan that request of Me~tla Dee Inn for
MELLA DEE INN
dance permit be grantedI~subject to the approval of
Police and Fire Chiefs. Carried.
Moved by Councilman Sheridan, seconded by Council-
CRIPPLED man Klingelhofer that Orange County S&ciety for
CHILDREN Crippled Children and Adults be granted permission
to hold a i~nd-raising campaign in this City
as per letter of request. Carried.
Letter of resignation from Dale H. Munson submitted
DALE MUNSON to the ~ouncil.
LETTER &
DISCHARGE Mayor Dcney, speaking for Police Commissioner Mack
and Police Chief Glenn Siseel recommended that
resignation not be accepted and that Dale Munson
be discharged.
Moved by CounCilman Humeaton, seconded by Councilman
Klingelhofer that resignation of Dale H. Munson
not be accepted and that he be discharged as of
January 21st at 8:01 A. M. for conduct unbecoming
an officer and failure to report for duty. Carried
Colonel Williamson, Civil Defense Director, requested
to attend League of Cities Dinner and executive me~ting
in Orange on February 14th.

REVERE HOUSE Klingelhofer that with the exception of Revere
LETTER TO House letter, correspondence be received and filed.
ATTORNEY Carried.
MoVed by Councilman Sheridan, secnnded by Councilman
Humeaton that Dance permit be granted the Revere House
subject to approval of Police and Fire Chiefs.
Carried.
Moved by Councilman Sheridan, seconded by Councilman
Klingelhofer that letter from Rever~ House be referred
to the City Attorney for clarification and
contact with Revere House and report. Carried.
Discussion on Smyth Bros..~l Zone Change Application.
SMYTH BROS Mr. Smyth requested additional two week contin-
ZONE CH. uation on decision of zone change.

Moved by Council~n Sheridan, .seconded Councilman
Klingelhofer that discussion and decision on Smyth
Bros ~l Application be continued to regular meeting
February 18th. Carried.
Mayor Doney to contact County Planning Department
to ascertain status of realignment of Newport Avenue
and report back.
PROPERTY Com~nittee to investigate purchase possibility of
3RD& C property at 3rd~and C Street recommended that,
as Mr. Anderson,is now in escrow regarding this
property, no further action be taken by the City
Moved by CouncilmanKlingelhofer, seconded by
STREET Councilman Humeaton that Resolution No. 638 be drafted
NAMING a~roving the recommendation ofthe PlanningCom-
RES. mission for naming of certain streets in the City.
Carried by roll call, all councilmen present
voting Aye.
Clerk directed to send a copy of said resolution and
recommendation from the Planning Commission to
County street Naming Committee and to William
Hirstein, Board of Supervisors.
Councilman Humes~on reported that the S~reet Safety
C~ommittee is consul'ting with the County and' would have more
complete+ report at the next regular meeting.
Moved by Councilman Sheridan, seconded hy Councilman
FUND Klingelhofer that Resolution No. 639 transferring $747.77
TRANSFER from Undistributed Reserve to Account A-17 be passed.
Motion carriedby roll call, all council~an present voting

Moved ~y Councilman Humeston, s~conded by Councilman
AGENDA Klingelhofer that the deadline for items to be placed on
DEADLINE the agenda for both City Council and Planning Commission
be in the hands of the City Clerk hy ~ ~.M. of the Wednesday
preceding the following Monday& regular meeting.
Moved by Councilman Klingelhofer, secnded by Councilman
Humeston that bills in the amount of $4,086.15 be paid. Carried.

Moved by Councilman Sheridan, seconded by Councilman
Klingelhofer that meeting be adjourned to February ll at
7 P.M. for annexation hearings and other matters, immediately
after a short personnel meeting. Carried.
Mayor Doney asked that the room be cleared for discussion
of a personnel matter.

Mr. Sheridan introduced Mr. Eldon C. Renland,
Planner III with the County of Orange.
Moved by Councilman Sheridan, seconded by
Councilman Klingelhofer that the Mayor be
empowered to reactivate the com~ittee appointed
to screen applicants for planner, title to be
determined, and sa~d committee to meet with
Mr. Re,land and submit recon~mendation.
Motion carried.
