The City Council at the September 6, 1988 meeting adopt Resolution #88-94 approving
plans and specifications for the Tustin Ranch Neighborhood Park Tract #12345 and
authorize staff to advertise for bids.
BACKGROUND
In Spring of 1987 the City Council and the Planning Commission' reviewed the concept
plan for the Tustin Ranch Neighborhood Park in Tract #12345. At its May 12, 1987
meeting, the Council authorized FORMA to begin working drawings. The park has now
completed pl.an check. Staff is ready to advertise for bids.
The FORMA Corporation 'of Newport Beach designed this park, the first to be
Constructed in Tustin Ranch. The park is a passive neighborhood park designed for
use by the surrounding area which includes the Rancho Alisal Apartments, the
Sycamore Glen Townhomes and the Shadowbrook Single Family. Detached Homes. Some of
the design elements include a shaded picnic area, a play area for both tots and
school age children, restrooms, open green space and a multi-purpose court that
could be used for basketball, four square or volleyball. Attached for your review
is a sample of the concept plan. Staff received a request from the Sycamore Glen
Townhomes Homeowners' Association to replace the proposed multi-purpose court with
one lighted tennis court. Staff met with a representative from the Homeowners'
Association to discuss the matter.
With the park ready for construction bids, a redesign of the park would not only
cost an additional $29,000 to $72,000, but would delay the development another four
to six months. Staff was also concerned that the addition of a tennis court was
not in concert with the design which was for a passive park. The homeowners in the
Shad6wbrook single family tract are also opposed to any changes in the park design.
Estimated cost for construction is $460,000 which includes contingencies. The
money for the design and construction of this park was funded by the New
Construction tax.
This park has not been named yet. The Parks and Recreation Commission will
recommend a name for the park at a later date. '

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF TUSTIN, CALIFORNIA, APPROVING PLANS AND
SPECIFICATIONS FOR CONSTRUCTION OF TUSTIN
RANCH NEIGHBORHOOD PARK TRACT #12345

WHEREAS, it is the intention of the City Council of the City of
Tustin, California to contract for construction of the Tustin Ranch
Neighborhood Park Tract #12345; and
WHEREAS, the City Engineer has presented plans and specifications
for accomplishing said work;
NOW, THEREFORE, BE IT RESOLVED that the plans and specifications
presented by the City Engineer be and are hereby approved as the
specifications for:
Tustln Ranch Neighborhood Park Tract #12345
Park Center Lane and E1 Camino Real
Tustin, California g2680
BE IT FURTHER RESOLVED that the City Clerk is hereby authorized
and directed to advertise as required by law for the receipt of sealed
bids or proposals for the doing of the work specified in the aforesaid
plans and specifications.
BE IT FURTHER RESOLVED that this project is covered by a previous
Environmental Impact Report (EIR #843) for the East Tustin Phase I
Residential and no additional documentation is required.
PASSED AND ADOPTED at a regular meeting of the City Council of
