RECOMMENDATION:

BACKGROUND:
At a previous City Council meeting, Mrs. Helen Edgar raised a concern
regarding parked vehicles within the bicycle lanes along Santa Clara
Avenue. The attached report from the City's Consultant Traffic Engineer
responds to the expressed concerns, and it is my understanding that Mrs.
Edgar has been contacted on this matter by telephone.

SUBJECT: Resident Concern of Vehicular Parking Along Santa
Clara Avenue (Mrs. Helen Edgar)
Pursuant to your request, we have evaluated existing condi-
tions along Santa Clara Avenue with respect to vehicular
parking in the bike lanes.
Briefly, we can find no reason to change the parking situa-
tion as it currently exists. Santa Clara is a wide two lane
facility with left turn pockets at the intersections. More
important, there, is a very wide curb lane along roughly 95
percent of the roadway segment's length (between Prospect
and Yorba). Although there certainly could be curb parking
within the bike lanes, such a situation is created on pur-
pose as part of established bike lane design guidelines. On
that basis, we recommend that all conditions remain as is.
Please note that Mrs. Helen Edgar was contacted via tele-
phone and the various evaluation results were discussed
along with our reasons for the "do nothing" alternative. She
was satisfied by our explanation that the bike lane was in-
deed safe and installed using established State guidelines.
With this in mind and recognizing that both the bike rider
and the driver must exercise due caution, a joint use of the
curb lane should remain as it currently exists.
