City Council appropriate $37,393 from existing Narcotic Asset Forfeiture
Trust Funds for the purchase of narcotic enforcement related items.
Background
On June 2, 1986, Resolution 86-69 was adopted, which authorized the expendi-
ture of monies garnered through th~ Narcotics Asset Forfeiture Program.
This money was to be used to assist with narcotic investigations. We
currently have $78,737 in the account. We would like to purchase the below-
listed, items over the next six months in order to enhance our narcotics
enforcement efforts throughout our community.
1. Surveillance Equipment

1985 Chevrolet van that we are currently leasing. This
would continue to be used primarily for undercover
narcotics operations.·

Three portable cellular car phones to be used in the
field during undercover operations.

One additional body wire to be used for undercover
narcotics operations.

One 35 mm camera with appropriate lenses for use in
undercover surveillance work.

Two Video Camcorders to be used at crime scenes and to
film narcotics raids and buys for better court presen-
tations.

2. Public Awareness

A small radio-controlled car to be used at
D.A.R.E. Programs in various school narcotics
awareness programs (Grades K through 5).

Supplies for the D.A.R.E. Program (i.e., 'medals,
flyers, stickers, pamphlets, films, videos, etc.).
3. Support Equipment
A. One desk-top copy machine to be used by Investigations.
Since Investigations was relocated to the trailer there
has been a tremendous burden in terms of time and
employee effort by having to access the main building
to make copies.
B. One ATP direct-connect panel with 12 additional ports
for the HP 3000 computer system. When Investigations
was relocated to the trailer, additional ports became
necessary. Our internal narcotics information comes
from these computer systems.
