SUBJECT: STREET LIGHT REQUEST - HOLLYHOCK AVENUE BETWEEN
BROOKSHIRE AVENUE AND GREENMEADOW AVENUE
RECOMMENDATION:
That the Tustin City Council at their meeting of September 19, 1988
authorize the installation of a marbelite street light (5800 lumen) and
underground conduit on both Hollyhock Avenue and Glenarbor Avenue at
mid-block, and authorize a supplemental 1988-89 budget appropriation in
the amount of $7,200 for said installations.
BACKGROUND:
At the September 6, 1988 City Council meeting, a resident expressed
concerns about street lighting, spe~ding vehicles, and gathering of
~juveniles in the general vicinity of Hollyhock Avenue and Brookshire
'venue. -
A specific request by the resident was made, by petition, for a street
light on the westerly side of Hollyhock Avenue. Additionally, it was
requested that something be done about the vehicular speeding in the
general vicinity of the subject intersection. It is my understanding
that the Police Department will be addressing the speeding complaint.
DISCUSSION:
A field review of the subject area revealed that there are no street
lights on Hollyhock Avenue as indicated , and that a similar street,
Glenarbor Avenue, both easterly and northerly, also does not have a
street light. Each of these streets are approximately 200 feet in
length between Greenmeadow Avenue and Brookshire Avenue, and Summerville
Avenue and Brookshire Avenue, respectively.
Similar type streets at six other locations throughout Tustin Meadows
were reviewed and found to contain street lights at mid-block on one
side of the street. These streets are identified as:
Hidden Hills Avenue between Royal Oak Road and Brookshire Avenue;
Castlewood Avenue between Pennington Avenue and Brookshire Avenue;
Burlingame Avenue between Hampshire Road and Roanoke Avenue;
Castlewood Avenue between Dorchester Avenue and Roanoke Avenue;
Deerfield Avenue between Heather Avenue and Roanoke Avenue; and
Kingston Avenue between Amherst Road and Roanoke Avenue.

It appears that both Hollyhock Avenue and Glenarbor Avenue had street
lights omitted inadvertently during their design and construction in
1968-69. Both locations are dark and do warrant the installation of a
street light. The requesting resident did indicate the westerly side of
Hollyhock Avenue as the desired location for the street light. It
appears that the westerly side may be in conflict with the underground
cable television conduit; therefore, it is suggested that the final
location (westerly or easterly) be determined after a complete
investigation of all substructures in both streets. The street light
placements should be at mid-block for each street and designated as 5800
lumen high-pressure sodium vapor (HPSV) luminaire.
A preliminary cost estimate for each location is $3,600.
