SUBJECT: PARKING RESTRICTIONS ON WESTERLY SIDE OF CENTENNIAL WAY
BETWEEN FIRST AND SECOND STREETS
RECOMMENDATION:
Receive and file.
BACKGROUND:
Per City Council request, staff has reviewed the red zoning on the
westerly side of Centennial Way between First and Second Streets and
recommends no change-from the current parking prohibitions.
The previous staff memo (copy attached) dated July 3, 1986 outlines the
specific concerns of the' Police ~epartment and evaluations by the
Traffic Engineer concerning the red zones along Centennial Way. Also
attached is a .copy of a letter that was sent to all affected businesses
within the area. ~
The City Council at their meeting of July 21, 1986 approved the staff
recommendation as written. No one appeared at that meeting to speak in
opposition to the parking prohibition.

RECOMMENDATION:
It is recommended that the City Council r. estrict all of the curb parking on the
west side of Centennial between First and Second Streets. Also, given the
findings of the City's Traffic Engineer, parking prohibitions should be directed
to the east side of Centennial as well (same limits).
BACKGROUND:
Because of specific problems that"are created by existing curb parking, the Police
Department has requested that the west side of Centennial Way be red zoned between
First and Second Streets. On that basis, the City Traffic Engineer has eValuated
the parking situation at the subject location and recognizing the potential impact
of parking removal on area business establishments, the Traffic Engineer has
notified the owners and tenants of pending actions in this regard per the attached
letter.
DISCUSSION:
The curb parking area in question serves several business establishments at 450
E, First Street as well as other commercial uses located at 120, 130, 140 an~ 160
Centennial.
If all curb parking contiguous to these uses were removed, the resulting impact
would not create an adverse impact to the businesses. At 160 Centennial (The
Executive Plaza), more than enough off-street parking is available in two parking
lots th.at together provtde a total of 24 spaces. At 450 E. ,First Street, the
greatest use of curb space is the donut shop. However, its 'peak operational hour
occurs early tn the morning before the other shops are open. Therefore, it is
doubtful that on-site parking would be unavailable. Even if such a condition were
to occur, numerous spaces are available across Centennial in Larwin S.quare.

The buildtng located at 120/130 Centennial ts vacant and for' sale. Stnce alley
parking is available for the buildings' tenants, the removal of curb parking would
not create a: significant tmpact. The remaining building ts located at 140
Centennial. Again, the availability of other on-sit6 parktng permits the removal
of cur6' parking with mtnlmal impact.

It is noted that the curb area on the east side of Centennial currently permits
parking in certain areas. Since there is no need to permit curb parking at this
location {numerous off-street spaces are available in Larwin Square), it follows
that curb parking should be removed from this side as well, This is particularly
true given observations of obvious long term parking on the-east side of
Centennial. '

SUBJECT: REHOVAL OF CURB PARKING BETWEEN FIRST AND SECOND STREETS

For some time, the City has been concerned about the adverse affects of curb
parking along: Centennial Way between First and Second Streets, in particular, the
affects of extsttng curb parking on the west side of the roadway. Typical
~roblems in this regard center on tmpalred stght distance when exiting alleys,or
streets as well as Undesirable long. term parktng.
To improve the sight distance situation, the City is proposing to restrict all
cu'rb parking along the ~ub3ect west side location. Because of the undesirable
long term parking sttu*ation, it is proposed that curb parking be eliminated on the
east side of Centennial as well. The limits in this case, however, (on the east
side) would extend, from the southerly Larwtn Square driveway north to First
Street.
Please be aware that it is our desire to present this concept to the City Council
on July 21, 1986. Therefore, should you have any questions or require further
