Staff has spoken with Major Bender of the MCAS E1 Toro Community Liaison office
(Col. Wagner's office) regarding the maneuvers mentioned by Joe Langley at the
September 19th City Council Meeting. When questioned about current or future
maneuvers, Major Bender explained that MCAS E1 Toro~ is presently performing a
Military Airlift Command Exercise which involves the use of Air Force cargo
planes. This exercise tnvolves the launching of cargo planes at odd hours, that
is late night and early mornings (4:00 a.m.), and is scheduled to end at the end
of September. Due to their size, weight and lift-off requirements, these planes
are launched to the north, and make a left turn (towards Tustin) immediately
after lift-off. These planes may fly over some of the residential areas of
Tusttn (staff has not received any complaints regarding this exercise).
Major. Bender stated that he is not aware of any current or planned special
maneuvers at MCAS Tustin. He stated that they are currently operating under
their standard hours of operation.
Irvine Planning staff has informed our staff that as a result of numerous
complaints regarding helicopter noise from Irvine residents, their City Council
directed that a task force be established to work with MCAS Tustin/E1 Toro to
relocate several routes which fly over residential areas of Irvine. Such
relocation would involve moving these routes further east (towards Sand Canyon)
over non-residential areas of Irvine. The Browning Corridor is not one of the
routes at issue. The task force is still in the assembly stage.
As the airlift exercise at MCAS E1 Toro will end shortly and our staff has not
received any complaints from Tustin residents regarding this exercise and there
are no special maneuvers .scheduled for MCAS Tustin, and because the route
relocation issue does not affect Tustin, there does not appear to be any
immediate action that needs to be taken by the City. We will continue to
monitor the above items.
