HUSTON, CITY HANAGER PUBLIC gORKS DEPAR.TNENT/ENGINEERING OIVISION FEASIBILITY OF RESTRIPING RED HILL AVENUE FROM VALENCIA AVENUE TO EDINGER STREET (EASTBOUND DIRECTION) RECOMME#DATION: Restrtpe Red Hill Avenue from Valencia Avenue to Edlnger Street (eastbound direction) to a three lane cross section. BACKGROUND: Pursuant to a request from City Council, an engineering study was initiated for the subject location. The purpose was to determine if it is feasible to install a three lane cf'oss section on Red Hill Avenue within the subject limits. EXISTING CONDITIONS: Presently,-Red Hill Avenue is classified as a major arterial on the County of Orange's Master Plan of Arterial Highways. As such, it has a designated right-of-way (R. O. W.) width of 120 feet and an existing street width varying between 84 to 102 feet (measured between curb faces) within the defined subject limits. In addition, there are several median left-turn pockets which provide access to the collector streets and commercial centers located along Red Hill Avenue. Based on a 1986 traffic count, Red Hill Avenue carries an average daily traffic volume of 30,020 vehicles per day. This volume would relate to Level of Service "D" (low side) for this type of roadway facility. Level of Service "D" is defined as traffic volumes equal to approximately 90% of the roadway's theoretical capacity. Hence, the roadway encompasses a zone of increasing restriction approaching instability. Delays to approaching vehicles may be substantial during short peaks within the peak hours of operation. September 28, 1988 Ctty Council Report Feasibility of Restriping Red Hi'11 Page two EVALUATION: A review was made of the existing stgntng and striping plan for Red Hill Avenue between the subject 11mits. Based upon this engineering revtew it was concluded that a three lane cross section can be Installed on Red Hi11 Avenue between Valencia Avenue and Edtnger Street. The Installation would require the restriplng of Red Hill Avenue and removing the conflicting pavement markings at Parkway loop and other driveways. However, the new third lane would terminate at Edlnger Street by belng designated as a right-turn only lane. It should be noted that there will be no increase in the carrytng capacity of Red Htll Avenue with the additional third lane. Furthermore, it should be stated that there will be some impact to bicyclists slnce they will share the new third lane ([3 feet wtde) with the other motorists using Red Htll Avenue. Red Hill Avenue is unclassified on the City Master Plan of Bikeways. In view of the previous discussion, it is staff's recommendation that Red Hill Avenue be restriped to install a .three lane cross section (eastbound direction) between Valencia Avenue and Edinger Street.
