This agenda contains a brief general description of each item to be
considered. Any person having a question concerning an item may call ~he
City Clerk's office and make inquiry concerning the nature of same.
Except as otherwise provided by law, no action shall be taken on any item
not appearing in the following agenda.
Copies of staff reports pertaining to this agenda are a~ailable for
public use in the books located at the rear of the Council Chambers and
listening devices for the hearing impaired are available upon request
from the City Clerk. Smoking is disallowed in the Council Chambers;
however, if you desire to smoke, please step outside where a speaker has
been provided.

1. PROPOSED VACATION (ABANDONMENT) OF SAN JUAN STREET BETWEEN
ORANGE STREET AND CHARLOMA DRIVE
Caltrans is negotiating with the Tustin Unified School District
to acquire land for the relocation of E1 Camino Real farther
into the Tustin High School site.
Recommendation: Pleasure of the City Council. After the
hearing, if the Council decides to proceed with the vacation,
direct staff to prepare a resolution ordering the vacation,
including any special conditions, for a subsequent meeting
agenda as recommended by the Public Works Department/
Engineering Division.

Authorize the City Manager to execute the agreement,
allowing The Irvine Company to continue orchard operations
on a community park and granting a maintenance easement for
same as recommended by the Administrative Services
Department.

Approve Final Vesting Tract Map No. 13106 by adoption of

Approve Final Parcel Map No. 88-206 by adoption of
Resolution No. 88-112 as recommended by the Community
Development Department.
8. SAN DIEGO PIPELINE V. BOARD OF EQUALIZATION, CITY OF TUSTIN,
ET AL
Approve and authorize entering into the partial settlement
as recommended by the City Attorney.
9. ACCEPTANCE OF PUBLIC IMPROVEMENTS, TRACT NO. 8451
Accept all public improvements with Tract No. 8451 and
authorize the City Clerk to release the following bonds
related to the public improvements: Faithful Performance
Bond No. BND22274440-$119,100.00 and Labor and Materials
Bond No. BND2227440-$59,550.00 as recommended by the Public
Works Department/Engineering Division.

11. RESOLUTION NO. 88-116 - A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF TUSTIN, CALIFORNIA, APPROVING SPECIFICATIONS FOR
INTERLOCKING CONCRETE PAVER SIDEWALK REPAIR ON EL CAMINO REAL
AND MAIN STREET
Adopt Resolution No. 88-116 approving the specification for
subject project and directing the City Clerk to advertise
for bids as recommended by the Public Works
Department/Engineering Division.
12. RESOLUTION NO. 88-117 - A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF TUSTIN, CALIFORNIA, APPROVING PLANS AND SPECIFICATIONS
FOR CONSTRUCTION OF WATER MAIN IMPROVEMENTS ON GRAMERCY DRIVE,
SUSSEX PLACE, ETON PLACE AND SANDHURST PLACE AND AUTHORIZING
ADVERTISEMENT FOR BIDS
Adopt Resolution No. 88-117 approving the plans and
specifications for subject project and directing the City
Clerk to advertise for bids as recommended by the Public
Works Department/Engineering Division.
13.'AGREEMENTS FOR PROFESSIONAL SERVICES FOR CONSTRUCTION OF LOWER
PETER~CANYONRETARDING BASIN (FACILITY F06B01) AND APPURTENANT
FACILITIES, ASSESSMENT DISTRICT NO. 86-2
Approve agreements for professional services with John
Tettemer & Associates for construction review; GeoSoils,
Inc. for soils and geological engineering; and Hunsaker &
Associates Irvine, Inc. for construction surveying and
authorize the Mayor and City Clerk to execute as
recommended by the Public Works Department/Engineering
Division.
14. EQUIPMENT PURCHASE REQUEST
Authorize solicitation of proposals for the replacement of
the front-end alignment equipment for the garage, as
authorized in the 1988-89 Fiscal Budget, as recommended by
the Public Works Department/Field Services Division.
15. SANTA ANA VALLEY IRRIGATION CO. (S.A.V.I.) QUITCLAIM OF
EASEMENT
Authorize the Mayor to execute a quitclaim deed to Western
Neuro Care, Inc. for a SAVI easement at 14851 Yorba Street
as recommended by the Public Works Department/Engineering
Division.
16. DECL~I~ATION OF SURPLUS VEHICLES AND WORK EQUIPMENT
Declare the equipment detailed in the subject report
surplus, and not required for public use, and authorize the
Public Works Department to dispose of equipment in
accordance with Ordinance 871 as recommended by the Public
Works Department/Field Services Division.

ORDINANCE NO. 1012 - AN ORDINANCE OF THE CITY COUNCIL OF THE
CITY OF TUSTIN, CALIFORNIA, AMENDING THE TUSTIN CITY CODE
RELATIVE TO POLITICAL SIGNS
Recommendation:

IX. OLD BUSINESS
1. STATUS REPORT - JWA/CRAS/ASC
Update on the John Wayne Airport Noise Monitoring Program,
Coalition for a Responsible Airport Solution (CRAS) and Airport
Site Coalition (ASC).
Recommendation: Receive and file subject report as recommended
by the Community Development Department.
2. BLEACHERS FOR THE BOYS AND GIRLS CLUB OF TUSTIN
Council has asked whether it would be legally permissible for
the City to pay for or contribute to the cost of purchase and
installation of bleachers at the Boys and Girls Club of Tustin.

RESOLUTION NO. 88-115 - A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF TUSTIN, CALIFORNIA, AUTHORIZING'AND DIRECTING PAYMENT
FOR THE COST OF BLEACHERS ON THE CITY PROPERTY LEASED TO THE
BOYS AND GIRLS CLUB OF .TUSTIN
AUTHORIZATION TO INSTALL NEW STREET LIGHTS ON MAIN sTREE~
At an earlier C. ity council meeting, staff was requested to
investigate the possibility of using decorative/ornamental type
lighting fixtures on Main Street.
Recommendation:
1. Authorize the installation of ten new street lights on Main
Street between "C" Street and Pacific Street.
2. Select one of the following alternative designs: (a)
Edison owned standard type street lights on marbelite poles
at an estimated cost of $10,000, (b) Edison owned mission
bell type street light and fixture at an estimated cost of
$17,000 and (c) City owned, decorative, historically
accurate "Washington Post" style standard and luminaire at
an estimated cost of $27,600. For this alternative, it is
also recommended that the City Council authorize a
supplemental budget appropriation from General Fund reserve
in the amount of $4,600 to cover the additional costs.
4. PURCHASE AUTHORIZATION - STUMP GRINDER
Staff's recommendation dated September 26, 1988, for the
Council meeting of October 3, 1988, was continued pending
further information requested of staff.
Recommendation: Authorize the purchase of a Tree Stump Grinder
from Vermeer-California, Inc., in the amount of $20,497.96 as
recommended by the Public Works Department/Field Services
Division.
NEW BUSINESS
COMMENTS ON DRAFT AIR QUALITY MANAGEMENT PLAN
The Federal Environmental Protection Agency (EPA) has ordered,
through the courts, the South Coast Air Quality Management
District (SCAQMD) to devise a plan which attains the Federal
Air Quality requirements by the year 2007.
Recommendation: Instruct staff to complete formal comments on
the Air Quality Management Plan and authorize the Mayor to
transmit the City's comments prior to close of the review
period as recommended by the Community DeVelopment Department.

HIGH-OCCUPANCY VEHICLE
At the two previous City Council meetings, residents of 15500
Tustin Village Way raised concerns on the proposed HOV lanes
connecting the Santa Ana (I-5) and the Costa Mesa (Rte 55)
freeways.
Recommendation: Pleasure of the City Council.
REPORTS
1. PLANNING COMMISSION ACTION AGENDA - OCTOBER 10, 1988
All actions of the Planning Commission become final unless
appealed by the City Council or member of the public.
Recommendation: Ratify the Planning Commission Action Agenda
of October 10, 1988.
HOMEOWNER BUILDING PERMITS AND INSPECTIONS IN EAST TUSTIN
DEVELOPMENTS
In response to concerns by Councilman Edgar at the City Council
meeting on October 3, 1988, staff has received current
procedures for issuance of patio building permits and
inspections in occupied East Tustin developments.
Recommendation: Receive and file subject report as recommended
'by the Community Development Department.
3. PAINTING OF GAZEBO AT SIXTH STREET AND EL CAMINO REAL
At their meeting of October 3, 1988, the City Council raised
a concern about the gazebo at the corner of Sixth Street and
E1 Camino Real requiring painting.
Recommendation: Receive and file subject report as recommended
by the Public Works Department/Engineering Division.
4. REQUEST FOR "NO LITTERING" SIGNS ON PROSPECT AVENUE
At their meeting of October 3, 1988, the City Council requested
the placement of "No Littering" signs on Prospect Avenue
southerly of First Street.
Recommendation: Pleasure of the City Council.
5. EL MODENA-IRVINE CHANNEL IMPROVEMENTS
At the City Council meeting of October 3, 1988, the City
Council raised a concern regarding the level of the maintenance
road for the E1 Modena-Irvine Channel and the yards of the
adjacent residential properties.

7. 'MISCELLANEOUS TRAFFIC STUDIES
At the~October 3, 1988 City Council meeting, concerns were
raised regarding t~affic at the following locations: School
crossing at Irvine Boulevard/Yorba Street and Prospect Avenue,
left turn movements from northbound Yorba Street to westbound
Heights Drive, and left turn movements from eastbound Irvine
Boulevard to 17291 Irvine Boulevard.
Recommendation: Continue the above traffic studies to the
November 7, 1988 City Council meeting, as recommended by the
Public Works Department/Engineering Division.
8. PROCEEDS FROM YOUTH CENTER AND 8ALE OF SIXTH STREET PROPERTY
Recommendation: continue this item to the November 7, 1988
City Council meeting as recommended by the City Manager.
