SUSJ£GT: AGREEMENTS FOR PROFESSIONAL SERVICES FOR CONSTRUCTION OF
LOWER PETERS CANYON RETARDING BASIN (FACILITY F06B01) AND
~ ' APPURTENANT FACILITIES, AD 86-2 (FILE ~1132)
RECOMMENDATION:
It is recommended that the City Council approve agreements with three
firms for professional services and authorize the Mayor and City Clerk to
execute as follows:
1. John Tettemer & Associates for construction review.
2. GeoSoils, Inc. for soils and geological enginegring.
3. Hunsaker & Associates Irvine, Inc. for construction surveying.
BACKGROUND:
On October 3, the City Council awarded a $5,111,460 contract to Sukut
Construction, Inc. for construction of an earth dam, retarding basin and
appurtenant facilities. During construction, various professional
engineering services will be required to assure quality of the finished
product. These three firms recommended were involved in the design phase
under contract to the Irvine Company as follows:
Tettemer -- Designer of the dam, retarding basin, spillway and other
related structures.
GeoSoils -- Performed all soils/geological investigations and prepared
report with recommended earthwork construction for the entire
project.
Hunsaker -- Provided all geodetic control and design surveys; designer
of downstream grading and storm drains.
These firms should be retained during the construction phase because of
their knowledge of the site and of the comprehensive design and survey
parameters associated with this project.
DISCUSSION:
Tettemer -- As project designer they are required by the State Division
of Safety 'of Dams to provide sufficient involvement with project
management to assure construction in accordance with State-approved plans
and specifications. They will be paid on a time-needed basis at hourly
rates with a cost estimated at $60,220.

GeoSoils -- As project geotechnical consultant, they will provide
detailed inspection and testing of all earthwork incorporated into the
completed structure and will provide advice in dealing with ground water
problems. This will require personnel on the site any time earthwork is
in progress. They will be paid on a time-needed basis at hourly rates
with a cost estimated at $104,840.
Hunsaker -- As project surveyor, they will provide survey crews to set a
control network for both horizontal and vertical control and to set
stakes to guide, the contractor in constructing the facilities to the
correct lines and grades. This will require a survey crew on the site
about 80% of the time. They will be paid on a time-needed basis at
hourly rates with a cost not to exceed $135,000.
FUNDING ! SCHEDULE
Ail costs of these services would be paid with Assessment,District No.
86-2 bond funds and are included in the 1988-89 FY budget. It is
expected that the construction will start November 15 and be completed in
May 1989.
