SUBJECT: SURPLUS SCRAP METALS -'
RECOMMENDATION:
Request that the City Council at their regular adjourned meeting of October 19, 1988,
authorize the Public Works Department to declare scrap metals surplus and not required
for public use and dispose of metals in accordance with Ordinance 871 of the City of
Tustin.
BACKGROUNI~:
Section 1626a(2) of City of Tustin Ordinance No. 871 discusses the disposition of
property and requires the purchasing agent to make a written estimate of the value of
any surplus items not useable by the City or not required for public use. Further, the
City Council must find that these surplus items are not required for public use and after
said finding, the purchasing agent shall have the authority to sell all such items in
accordance with Section 1625c and Section 1265d of Ordinance No. 871, whichever is
applicable.
The Public Works Department saves all damaged metals which consist generally of
brass, copper and steel. Metal scraps are generated from repairs to signs and
structures in the traffic area and routine repairs and maintenance of the water system.
At present, the Water Department has accrued approximately 1,600 lbs of scrap brass
and copper, which has an approximate salvage value of $480.00.
Informal quotations will be solicited from not less than three local scrap metal dealers,
based on material delivered at their place of business. The bidders, the actual sale price
and the disposition of funds will be reported to Council within forty five days (45) of
disposal.
