T/FIELD SERVICES PURCHASE AUTHORIZATION - STUMP GRINDER RECOMMENDATION: Request that the Tustin City Council at their regular adjourned meeting of October 19, 1988, reconsider staffs recommendation presented to Council on October 3, 1988, and authorize the purchase of a Tree Stump Grinder from Vermeer-California, Inc., in the amount of $20,497.96. BACKGROUND: The 1988-1989 budget provided $17,800.00 for the purchase of a Tree Stump Grinder. Council authorized solicitation of bids at their meeting of September 6, 1988. Bids were received on September 22, 1988 in the office of the City Clerk from the following vendors in the amounts shown. The Iow bid exceeded the budget by a factor of fifteen percent (15) %. DISCUSSSION: Staff's recommendation dated September 26, 1988 for the Council meeting of October 3, 1988, was continued, pending further information requested of staff, more specifically; 1. Why were all bids from Vermeer? . Why did we specify the remote control feature on the equipment? The following is offered as justification for staffs recommendation: PURCHASE AUTHORIZATION - STUMP GRINDER 1. WHY THE VERMEER? Vermeer is considered to be the industry standard for medium to large towed Tree Stump Grinders. The 665 A Stt~mp Grin.der is the middle size and most popular towed model manufactured by Vermeer. It has a gross weight of 3390 lbs as opposed to the 630 B and 2465 which have a gross weight of 730 lbs and 4900 lbs, respectively. Our selection is base on the following: Proven reliability. Excellent service capability. Availability of parts and service. Local supplier, (Ontario, CA). Attached as "Exhibit A" is a listing of private and public agencies which have purchased the Vermeer 665 A Stump Grinder since 1976. The specifications were written generally around the Vermeer 665 A or a comparable unit. Since Vermeer does not generally sell through equipment jObbers, all bids received were from Vermeer sales districts. 2. WHY ~HE REMOTE CONTROL FEATURE? The remote control feature is relatively new with Vermeer. It allows the operator to move around the equipment and observe the operation of the cutting blades from different angles, while still maintaining total control of the operation of the equipment. With the equipment in place, stabilized by the tow vehicle, the operation can be handled by a single operator. Safety associated with the operators ability to move and observe the cutting element of the equipment as well as proximity to structures, pedestrians and traffic, the remote control feature is a safety feature that in, staffs opinion, is worth the added cost. Of seven similar units sold by Vermeer in 1988, four have been purchased with the remote control feature. Attached as "Exhibit B" and "Exhibit C" are, Vermeer's sales brochure and six photographs showing the operation of the remote control feature on the 665 A Tree Stump Grinder.
