(HOV) LANES
RECOMMENDATION:
Pleasure of the City Council.
BACKGROUND:
At the two previous City Council meetings, residents of 15500 Tustin
Village Way raised concerns on the proposed HOV lanes connecting the
Santa Ana (I-5) and the Costa Mesa (Rte 55) freeways. At this
meeting, Mr. Richard Murray, representing the Homeowners at 15500
Tustin Village Way, raised four questions in which they requested
answers. These questions have been forwarded to Caltrans for
responses per the attached letter.
The City .Council has scheduled a workshop at 5:30 P.M. on Wednesday,
October 19, 1988 to discuss the residents' concerns with both Caltrans
and Orange County Transit District (OCTD) staffs. We have been
informed that the OCTD staff will not be available for that meeting,
but Caltrans has indicated that they will have staff available to
respond to environmental, noise, right-of-way and design issues of the
proposed HOV lanes. Additionally, city Council requested that both
exhibits (maps) and models be available at the workshop meeting.
Caltrans has indicated that there are no models available, but they
will provide maps and drawings of the proposed HOV lanes as they
relate to the interchange area.

Dear Clarence:
As a follow-up to our telephone conversation this date, this letter
will confirm the date and time of the City Council workshop meeting
on .the ITS/Rte 55 Interchange HOV lane proposal. The workshop will
be at 5=30 P.M. on Wednesday, October 19, 1988. The residents of
the condominiums at 15500 Tustin Village Way have expressed many
concerns regarding the proposed HOV lanes and will also be in
attendance.
These residents raised four questions at the October 3, 1988 City
Council meeting to which they requested responses from Caltrans as
followS:
1. How does Caltrans propose to stop or 'diminish the increase in
noise generated from the elevated HOV lanes?
2. How will the oil mist generated from motor vehicles be stopped?
3. What are the economic impacts to the adjacent residential areas
as a result of proposed HOV lane construction? And, will there
be any relief on property taxes?
4. What guarantee can Caltrans provide that the HOV lanes will not
turn into general purpose lanes for tanker trucks, autos, etc.?
These questions were raised by Mr. Richard Murray of 15500 Tustin
Village Way, Unit 110, Tustin, California 92680 (telephone

Homeowner' s group. Any clarification on the above-mentioned
questions should be directed to Mr. Murray.

In addition to the above-mentioned items, the City requests a
clarification or upda.te on the following items related to the
environmental documentation on the proposed HOV lanes.

Status of the environmental document entitled "Final
Supplemental EIR/EIS for the Widening of the. Santa Ana Freeway
(I-§) and Construct a 2-Lane Transit Way in the Median between
State Route 55 and the Interchange of the Garden Grove (Rte 22)
and Orange (Rte 57) Freeways in the Cities of Santa Ana, Orange,
and Tustin".

Why the notice of public hearing did not adequately describe
the limits of the proposed transit way construction and
its connection/interchange to and with Route 55.
Please advise if there are any questions regarding the above-
mentioned, requests.

BACKGROUND
At the September 19, 1988 City Council meeting, two residents Mr. Richard
Murray and Mr. Charles Farnh~m raised concerns about the proposed Caltrans
construction of the High Occupancy Vehicle (HOV) lanes of the I-5/Rte 55
interchange location. These HOV .lanes would connect the southbound I-5 traffic
movement with the southbound Route 55 movement and the northbound Route 55
movement to' the northbound I-§ movement and is a joint effort'of both Caltrans
and the Orange County Transit District (OCTD). A conceptual drawing of the
interchange project with the proposed HOV lanes is attached for information.
The specific concerns-raised by Messers. Murray and Farnham are as follows:
1. Visual exposure from the HOV lanes to their residential complex
2. Noise pollution
3. Air pollution
4. Safety
5. Height of proposed structure above existing freeway elevation
DISCUSSION:
Staff has met with Caltrans to discuss the environmental documentation of the
revised scope of the interchange project and was advised that Caltrans is
awaiting final certification of the document. We were further informed thac
the environmental documentation for the revised scope of the interchange
project was accomplished with the environmental documentation for that portion
of the I-§ widening between Route 55 and Route 22. The.southerly limit of this
segment is actually confusing in thac the physical limit of the project is
Fourth Street in Santa Aha in lieu the Route 55 Freeway. As a result of this
action, staff did not attend any hearings/public meetings for that portion of
the project within the City of Santa Aha.
Caltrans and OCTD staffs were not available for the City Council meeting of
October 3, 1988 to discuss the environmental documentation and the residents
concerns, but will be available ac the Wednesday, October 19, 1988 City Council
meeting.
By copy of this report, staff has notified both Messers. Murray and Farnham of
the upcomin§ meeting on Wednesday, October 19, 1988 to address their concerns..

BLENDING OLD WITH NEW FOR A MODERN 5/$S INTERCHANGE -- This illustration shows the elevated connecting
ramps that will move traffic smoothly through the county's worst bottleneck. A three-stage, $130 million reconstruction of the
terchange of the Santa Ana and Costa Mesa freeways will be completed in 1994, according to Caltrans. Only one old-fashioned
soop connector will remain. The present widening of Route :~$ south of the interchange is creating new lanes to tie with the
upcoming flyover connectors, including a bus and carpool transitway in mid-freeway.
