BACKGROUND
'n response to concerns by Councilman Edgar at the City Council meeting on
Jctober 3rd, staff have received current procedures for issuance of patio
building permits and inspections in occupied East Tustin developments.
Staff currently have standard drawings and specifications for patio covers and
trellis treatments. If a homeowner chooses to construct a structure consistent
with these standards, a building permit can be issued over the counter if the
plans are approved by the Homeowner's Association. Where an owner desires to
deviate from standard structural details, then their plans must be rechecked for
structural integrity and the plan check and inspection process is generally more
lengthy. It is staff's, understanding that there have been a number of
situations in occupied East Tustin developments where homeowners have taken the
last approach resulting in additional time for plan review and permit issuance.
Another apparent miscommuntcatton has occurred in that staff have been told that
specific developers have told homeowners that City building permits are required
for concrete patio work. As a result, a number of homeowners have come into
City Hall unnecessarily. Pursuant to recent Building Code amendments, no
permits for homeowner installed patio work is necessary, only for structural
improvements where foundation work will be necessary. To resolve this apparent
miscommunication, the Building Division will be sending out a letter to each
