SUBJECT: EL MODENA-IRVINE CHANNEL IMPROVEMENTS
RECOMMENDATION:

BACKGROUND:
At the City Council meeting of October 6, 1988, the City Council raised a
concern regarding the level of the maintenance road for the E1
Modena-Irvine Channel and the yards of the adjacent residential
properties.
DISCUSSION:
The current E1 Modena-Irvine Channel (FaCility F07) improvements extend
northerly from the intersection of Bryan Avenue and Browning Avenue.
These improvements provide 100-year storm protection to the surrounding
properties; This 100-year protection requires a certain sized vertical
wall concrete channel to pass the storm flows. Due to limited right-of-
way widths by adjacent residential developments, it was necessary to
design and construct a channel facility which was slightly higher in
elevation than the original earthen channel in order to accommodate these
100-year storm flows. Consequently, the adjacent maintenance road has
been elevated approximately one foot.
Once construction has been completed, the activity on this maintenance
road should be minimal. These flood control right-of-way will all be
fenced and routine public access to these channels are prohibited.
