RE~IECTION OF CLAIM NO. 88-53; CLAIMANT-REAL ESTATE SECURITIES SERVICES, DATE OF LOSS-9/15/88, DATE FILED WITH CITY-10/3/88 Reject subject claim for property damage in the amount of $974.00 as recommended by the City Attorney. 4. TRAFFIC GRANT - APPROVAL Authorize appropriation of $263,145 from unappropriated reserves for equipment purchase and personnel to implement the California Office of Traffic Safety {OTS) Grant for additional traffic/DUI enforcement and authorize acceptance of OTS funds in the amount of $188,966 to offset the above appropriation as recommended by the Police Department. 8. ENGINEERING AND TRAFFIC SURVEY FOR SPEED ZONES ON BRYAN AVENUE, SYCAMORE AVENUE, AMD WILLIAMS STREET Approve the engineering and traffic survey for speed zoning on Bryan Avenue, Sycamore Avenue, and Williams Street and direct the City Clerk to file a copy of the survey with the appropriate authorities for enforcement purposes as recommended by the Public Works Department/Engineering Division. 9. PROFESSIONAL SERVICES AGREEMENT WITH LSA ASSOCIATES, INC. DURING CONSTRUCTION OF LOWER PETERS CANYON RETARDING BASIN (FACILITY FO6, BO1) AND APPURTENANT FACILITIES Approve a professional services agreement with LSA Associates., Inc. and authorize execution by the Mayor and City Clerk as recommended by the Public Works Department/Engineering Division. 10. PROFESSIONAL SERVICES AGREEMENT - CONSTRUCTION OF TUSTIN RANCH NEIGHBORHOOD PARK IN TRACT NO. 12345 Approve the professional services agreement with BSI Consultants, Inc. and authorize execution by the Mayor and the City Clerk as recommended by the Community Services Department. 11. DRAFT ENVIRONMENTAL IMPACT REPORT (EIR) FOR THE ORANGE COUNTY HAZARDOUS WASTE MANAGEMENT PLAN Authorize staff to request additional review time from EMA on the Draft EIR until completion of the HWMP and direct staff to transmit comments on the Draft EIR prior to close of the review period as recommended by the Community Development Department. VI. ORDINAMCES FOR INTRODUCTION - None VII. ORDINANCES FOR ADOPTION 1. ORDINANCE NO. 1012 AMENDING THE TUSTIN CITY CODE RELATIVE TO POLITICAL SIGNS The following Ordinance No. 1012 had first reading and introduction at the October 19, 1988 City Council meeting. STATUS REPORT - ~IWA/CRAS/ASC' Update on the John Wayne Airport Noise Monitoring Program, Coalition for a Responsible Airport Solution (CRAS) and Airport Site Coalition (ASC). Recommendation: Receive and file subject report as recommended by the Community Oevel opment Department. 2. TRAFFIC STUDY AT IRVINE BOULEVARD BETWEEN YORBA STREET AND COSTA MESA (RTE. 55) FREEWAY At the October 3, 1988 City'Council meeting, a concern was raised regarding the left-turn movement from eastbound Irvine Boulevard to the Mobil Service Station and the office building at 17991 Irvine Boulevard during rush hour traffic. Recommendation: Direct staff to contact the affected property owners/businesses to discuss the potential closure of the Irvine Boulevard median island at the Mobil Service Station/office building driveway and return to City Council with results of said discussion prior to implementing any closure as recommended by the Public Works Department/Engineering Division. 3. TRAFFIC STUDY AT YORBA STREET AND HEIGHTS DRIVE At the October 3, 1988 City Council meeting, a concern was raised regarding left- turn movements from Yorba Street to Heights Drive. Recommendation: Authorize the removal of all on-street parking along Yorba Street' (both sides) between Irvine Boulevard .and Seventeenth Street, and the restriping of Yorba Street to provide continuous left-turn channel ization and two travel lanes in each direction for the entire length of Yorba Street as recommended by the Public Works Department/Engineering Division. 4. PEDESTRIAN CROSSWALKS ON ARTERIAL HIGHWAYS At the October 3, 1988 City Council meeting, a citizen raised a concern over the safety of school children crossing arterial roadways of Yorba Street and Prospect Avenue at designated crosswalks. Recommendation: Pleasure of the City Council. 5. I-5/55 INTERCHANGE AND HIGH OCCUPANCY VEHICLE (HOV) PRO~IECT Caltrans made a presentation at the City Council's October lg, 1988 workshop regarding the interchange and High Occupancy Vehicle (HOV) lane project. Recommendation: Continue this item to the November 21, 1988.City Council meeting as recommended by the City Manager. 6. DENSITY BONUS POLICY The City Council has requested an opinion on the issue of adopting a density bonus policy pursuant to Government Code Sections 65915-65918. Recommendation: Pleasure of the City Council. CITY COUNCIL AGENDA PAGE 3 NOVEMBER 7, 1988 IX. NEW BUSINESS - 1. RECOMMENDATION 'TO THE ORANGE COUNTY TRANSPORTATION COMHISSION FOR EVENING MEETINGS Councilman Prescott recently voiced cOncern regarding the present meeting time of the Orange County Transportation Commission. Recommendation.' Adopt the following Resolution No. 88-118 recommending to the Orange County Transportation Commission that meetings be scheduled i.n the evening and authorize the subject resolution be forwarded to said Commission as recommended by the Community Development Department: RESOLUTION NO. 88-118 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, RECOMMENDING TO THE ORANGE COUNTY TRANSPORTATION COMMISSION THAT THEIR REGULAR MEETINGS BE SCHEDULED IN THE EVENING 2. FOOTHILL RESERVOIR REPAIRS The staff memorandum outlines the problems which the City has encountered and the initial phases the staff recommends towards the required repairs on the Foothill Reservoir facility. Recommendation: Authorize staff to complete the following as recommended by the Public Works Department/Engineering Division: (a) 'Solicitation and selection of a consultan~t to evaluate, test and recommend the required remedial measures for the Foothill Reservoir repair. (b) Solicitation of competitive bids for required Foothill Reservoir repairs. (c) Authorization of a supplemental budget appropriation of $32,500 for fiscal year 1988-89 in the Water Enterprise Fund. 3. AWARD OF CONTRACT FOR THE CONSTRUCTION OF TRAFFIC SIGNALS AND SAFETY LIGHTING AT THE iNTERSECTiON OF EDINGER AVENUE AND DEL AgO AVENUE This project provides for construction of traffic signals and safety lighting at the intersection of Edinger Avenue and Del Amo Avenue. Recommendation: Award a contract for subject project to William R. Hahn in the amount of $78,666.00 as recommended by the Public Works Department/Engineering Divfsion. 4. AWARD OF CONTRACT FOR CONSTRUCTION OF SIDEWALKS AND LANDSCAPING, TUSTIN RANCH, PHASE ! ! Four bids were received at the bid opening on October 25, 1988. The low bid is 16.5%' below the engineer's estimate of $1,074,417. Recommendation: Award the contract to Tracy and Haigh, Inc., Rancho Santa Margarita, in the amount of $896,274.22 as recommended by the Public Works DepaKtment/Engineering Division. AWARD OF CONTRACT FOR THE CONSTRUCTION OF TUSTIN Pu~,~CH NEIGHBORHOOD PARK,-TRACT NO. 12345 In September of 1988, the City Council .authorized the advertisement for bids for the construction of Tustin Ranch Neighborhood Park in Tract*No. 12345. Recommendatio.n..: (1) Award the contract for the construction of Tustin Ranch Neighborhood Park in Tract No. 12345 to Hondo Company, Inc. of Santa Ana in the amount of $499,972 and (2) Appropriate $117,000 from the General Fund as recommended by the Community Services Department. REQUEST FOR ~REE REMOVALS This is a consolidation of requests which have been received from various property owners regarding trees within the public right-of-way. Recommendat i on: (a) Approve tree removals at the following locations as recommended by the Public Works Department/Field Services Division: 17362 Vinewood, 14322 Heatherfield, 2112 Fallen Leaf, 1272 Olwyn, 14542 Emerywood, 17352 Vinewood and 17491 Parker. (b) Deny requests for tree removals at the following locations as recommended by the Public Works Department/Field Services Division: 13602 Malena and 14652 Mimosa. 7. PRESENTATION BY CAROLE BRYANT REGARDING FREEWAY DIAMOND LANES Carole Bryant will attend the meeting to give a presentation regarding Freeway Diamond Lanes. REPORTS 1. PLANNING COMMISSION ACTION AGENDA - OCTOBER 26, 1988 All actions of the Planning Commission become final unless appealed by the City COuncil or member of the public. Recommendation: Ratify the Planning Commission Action Agenda of October 26, 1988. 2. INFORMATION ON RV SALES AT TUSTIN SQUARE At the City Council meeting of October 19, 1988, Mayor Pro Tem Kennedy requested information on why RV and boat sales were being permitted behind Elizabeth Howard's Curtain Call Theatre. Recommendation: Receive and file subject report as recommended by the Community Development Department. 3. I-5 FREEWAY ACCESS 'ro FIRST STREET IN CITY OF SANTA ANA At the October lg, 1988 City Council meeting, a Councilmember raised a concern regarding future I-5 access to First Street within the City of Santa Ana. Recommendation: Receive and file subject report as. recommended by the Public Works Department/Engineering Division. 5. PROCEEDS FROFI YOUTH CENTER AND SALE OF SIXTH STREET PROPERTY The City Attorney is preparing subject report which will be agendized for the November 21, 1988 City Council meeting.
