TRAFFIC GRANT - APPROVAL
RECOMMENDATION
1. City Council authorize appropriation of $263,145 from unappropriated
reserves for equipment purchase and personnel to implement the
California Office of Traffic Safety (OTS) Grant for additional traffic/
DUI enforcement.
2. City Council authorize acceptance of OTS funds in the amount of $188,966
to offset the above appropriation.
BACKGROUND

The California Office of Traffic Safety (OTS) h~s approved a grant to the
Tustin Police Department which will increase traffic enforcement within the
City of Tustin. The purpose of the grant is to impact the traffic accident
rate and increasing driving-under-the-influence (DUI) enforcement.

We requested two additional motorcycle police officers to form a permanent
DUI Team, a nonsworn traffic investigator, and a records clerk to support
the additional enforcement personnel. The two motorcycle police officers
will increase enforcement, while the nonsworn accident investigator will
free existing Traffic personnel for additional increased traffic enforce-
ment.
Hard cost to the City for the grant is as follows'

As can be ~een in the chart above, OTS will pick.up all personnel costs,
except -vhalf of.the cost of the records clerk for the first year. In the
second year OTS will pick up one-half of the first year's personnel costs.
A change in policy by the OTS has made all equipment purchase the

responsibility of th~ agency receiving the grant. While this increases the
up-front cost, it does lessen the administrative burden after the grant
expires for the depreciation and tracking of equipment in that none is
purchased with Grant funds.
We have been notified by OTS that funding for our traffic grant has been
approved. A commitment must be made by the City to continue the grant after
the second year. Due to the East Tustin Development and traffic increases
being experienced by the City, the additional manpower, which is necessary
now, will be well utilized after the grant expires.
Formal bid processes have been completed within the last year on those items
where a formal bid was required. The existing vendors will be utilized for
the purchase of necessary equipment (see attached).
With Council approval, this special enforcement unit should be in place by
November 14, 1988.
