HomeMy WebLinkAboutCC 8 SPEED ZONES 11-07-88DATE: NOVEMB:ER 1, 1988 ~ ..,. -- , TO: WILLIAM HUSTON, CITY MANAGER FROM: PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION SU~EGT: ENGINEERING AND TRAFFIC SURVEY FOR SPEED ZONES ON BRYAN AVENUE, SYCAMORE AVENUE, AND WILLIAMS STREET RECOMMENDATION: It is recommended that the City Council approve the engineering and traffic survey for speed zoning on Bryan Avenue, Sycamore Avenue, and Williams Street and direct the City Clerk to file a copy of the survey with the appropriate authorities for enforcement purposes. BACKGROUND: The California Vehicle Code requires that engineering and traffic surveys for speed zoning be conducted every five years to enable the · continued use of radar for speed enforcement. The last such survey for ~he subject .streets was done in 1983, so a new survey has been ;nducted so that radar enforcement can continue. The attached report has been prepared by the City's Consulting Traffic Engineer, Dennis Barnes of BSI Consultants, Inc. The three-street segment studied is listed below along with the existing posted speed limits. No changes in these speed limits are being recommended. September 26, 1988 City of Tustin Attention Mr. Bob Ledendecker Director of Public Works 300 Centennial Way Tustin, California 92680 Engineering and Traffic Survey for Three Street Segments Within the City of Tustin _ As requested, engineering and traffic surveys have been completed for three routes in the City of Tustin. Therefore, I am pleased to submit this letter-type report which contains recommendations for posted prima facie speed limits on the three street segments surveyed. The California Vehicle Code requires that engineering and traffic surveys be conducted every five years to enable the continued use of radar for speed enforcement. These engineering and traffic surveys include measurements of prevailing speeds, an analysis of accident records, and a review of highway, traffic and roadside characteristics which are not apparent to motorists. However, in accordance with California Vehicle Code provisions, local streets which are not included on the City's Federal Aid Urban (FAU) Select System of Streets are exempt from the survey requirements. Since the last engineering and traffic survey for the subject streets was conducted in 1983, a new survey has been conducted so that radar enforcement can continue. The individual surveys for each of the three street segments involved the following factors: 1. Field radar speed measurements consisting of a total of 100 vehicles for each roadway now striped for four or more travel lanes and a total of 50 vehicles for each segment having two marked travel lanes were made. Field tally sheets included engineering calculations of the average or mean speed, the 85th percentile or critical speed, and the 10 mile per hour pace speed containing the greatest number of observations. 1415 East 17th Street · Santa Ana, California 92701 · (714] 558-1952 · FAX [714) 543-7473 City of Tustin Mr. Bob Ledendecker -2- September 26,1988 2. Accident records for each street segment for the last three years were reviewed and summarized. Accident frequencies were then compared with studies published by other agencies to determine if the accident experience is higher or-lower than other similar roadways. 3. Highway, traffic and roadside characteristics which are not readily apparent to motorists were determined based upon a field review of each segment. Characteristics noted included the number of travel lanes, frequency of driveways, density of on-street parking, predominate land use, crosswalks, horizontal and vertical alignment, and traffic controls. The previous information was gathered and summarized on a survey sheet for each street segment. Recommendations for speed limits based upon the current prevailing conditions were then developed. Attached is a summary listing for the three segments which were surveyed within the City. The listing indicates the current po~ted speed limit and the recommended posted speed ., limit. As noted, no changes are recommended on the three .three street segments. In addition to the summary listing, the survey sheets for each street segment are attached for your files. Recommended ~ction It is recommended that this specific Engineering and Traffic Survey report be forwarded to City Council for their approval.
