RECOMMENDATION
That the City Council continue this item to the November 21, 1988
meeting.
DISCUSSION
Caltrans made a presentation at the City Council's October 19, 1988
workshop regarding the interchange and High Occupancy Vehicle (HOV)
lane pro~ect. Because Caltrans was unable to adequately respond
to many of the questions raised by affected residents and the City
Council', City staff was directed to report back to the City Council
on'

the legal issues associated with the EIR for the
interchange and HOV project; and,
the ultimate right-of-way for the new interchange
and the height of the HOV flyover structure.
The City Attorney's office is in the process of compiling the
documents needed to make a determination about the adequacy of the
EIR. The City's Engineering Division received, on November 3,
1988, plans from Caltrans which will enable City staff to prepare
a cross-section profile of the interchange and HOV flyover which
illustrates the elevation of the HOV relative to adjoining
properties. It will not be possible to have this information ready
by the-November 7, 1988 City CoUncil meeting.
Mayor Hoesterey has contacted Senator Seymour's office and
requested that the Senator intervene by asking the Director of
Caltrans to ensure that the City and residents affected by the
interchange and HOV projects receive accurate and timely
information from Caltrans.
