AWARD 'OF CONTRACT FOR THE CONSTRUCTION OF TUSTIN RANCH NEIGHBORHOOD PARK

RECOMMENDATION
Staff recon~ends to the City Council the following-
1. Award the contract for the construction of.Tustin Ranch Neighborhood Park in
Tract # 12345 to Hondo Company, Incorporated of Santa Ana in the amount of
$499,972.
2. Appropriate $117,000 from the General Fund.

BACKGROUND
..
In September' of 1988 the City Council authorized the advertisement for bids for the
construction of Tustin Ranch Neighborhood Park Tract # 1234'5. The park design
includes a sheltered picnic area, aglay area for tots and school-age children,
open green space, restrooms and a multi-purpose court.

The tOtal project cost is projected at ~567,000 which includes the construction
contract, utility hook-ups, staking and inspections, and a five percent
contingency. In the 1988/89 budget $450,000 was appropriated for construction.
Originally, the appropriation was made in the 1986/87 budget. The design phase of
the project, including the plan check took a year and a half to complete. Since
that time, construction costs have increased approxiately eight percent. To cover
all costs for the project, the City Council should appropriate an additional
$117,000 from the General Fund.
In Februar~-1988, the City Council adopted a policy to commit The New Construction
Tax toward park development in the Tustin Ranch. To date, more than sufficient
New Construction Tax has been collected to cover the cost of the constbuction.
As discussed in the previous report, the park has not been named yet. The Park~
and Recreation Commission will recommend a name for the park at a later date.
The park'should begin construction December 12, 1988. The estimated completion
date is ~early May, 1989.
DISCUSSION

Bids for thi'~;project' were opened on October 25, 1988 at 10'00 A.M. Eight
companies submitted bids. The results are as follows:

The bid is eight percent over the Engineer's estimate of $460,000.
Staff has checked references for Hondo Company and find that they are a reputable
firm. Hondo has done many similar projects for the City of Santa Ana and the
County of Orange. The bid documents have been reviewed and found in order by the
Engineering Division. It has been verified that the low bidder is properly
