BACKGROUND On December 21, 1987 the Redevelopmen.t Agency approved Design Review 87-33 for construction of a 25,281 square foot retail center. This center is to be located on a 1.9 acre parcel at the northeast corner of E1 Camino Real and Newport Avenue, formerly known as the Karl's Mercedes and Southern Counties Oil sites. A copy of the staff report and resolution-of approval are attached to this report for reference. SLI~ARY Il Since the project was approved, the applicant has commenced with structural plan check and has met several conditions of approval on the project related to building design and site configuration. The transfer of the title to the land will take place once the site is released from the Orange County Hazardous Waste Division of the Environmental Management Agency. The .rear of the property is currently being cleared of all hazardous materials found in the soil as a result of the leakage from the underground tanks which used to be on the property. A final release on the soil is expected within a month. This approval will allow the title to transfer and plan check can be completed and the project's construction can commence after all permits are issued. Although construction is expected to commence within a short period of time, the applicant has requested a one year extension of the Design Review to December 21, 1989. This will allow adequate time for processing of the structural plan. check, final release from the County, and for grading and construction to be completed. .. CONCLUSZON ii Staff has reviewed the applicants request and considers the req'uest for extension to be valid due to the soil contamination problems. A resolution has been prepared to ensure compliance with the previously approved conditions of approval while allowing for the requested extension. The Design Review process emphasized the following issues: architectural compatibility with surrounding faclli.ttes; 'design of on-site circulation and parking; conformance with Zontng Code and development standard requirements. As required by the adopted Town Center Redevelopment Plan, the final site Plan and architectural design is subject to the review and approval of. the Redevelopment Agency. With the exception of specific details noted in the draft resolution of approval, staff considers the submittal to be complete and recommends that the Agency approve the project as presented. DISCUSSION ii ii iiiiii The applicant.proposes to construct a retail commercial center approximately 25,281 square feet in size on a 1.9 acre parcel located at the northeast corner of Newport Avenue and E1 Camino Real. m Redevelopment Agency Report L.A. Land Company December 21, 1987 Page two The subject s.ite was previously occupied by Southern Counties 0il and Karl's Mercedes Repair Shop, is currently zoned CG (Commercial General) and is surrounded by C-1 zoned properties to the north and east. Existing development in the vicinity of the project includes a card locked fuel station to the north an existing non-conforming multi-family apa.rtment project to the east and apartments on R-3 zoned properties located to the northeast of the site. The. submitted development plans propose construction of two buildings, to be 'located on the northerly and easterly portion of the project in an inverted 'L' shaped pattern. The buildings wtll be connected by a decorative tower structure and will have a southerly and southwesterly orientation. Parking areas are to be located around the street facing portions of the project near the front of each building. .The subject project has been designed in conformance with parking, setback and landscaping requirements of the Zoning Code and City adopted development standards. Proposed building setbacks and parking are outlined below. Standard,. Requirement Proposed Parking. Additional landscaped planters are also provided along the alley and in the parking areas' as required by the adopted development standards. The primary entry and exit point for the project will be provided by a 30 foot driveway along E1 Camino Real and a 30 foot driveway along )lewport Avenue. The Newport Avenue access will be restricted to right-turn in and right-turn out .movements only. A secondary entry to the project is also proposed from the alley to the north to facilitate proper movement, staff recommends installation of directory signs at the alley entrance to establish this area as an entrance only. This is for the purpose of directing a majority of existing traffic onto the public streets (El Camino Real and Newport) as opposed to the use of the all6y for exit-ing purposes. Archi tect~re While the proposed project tncludes some spanish colonial architectural elements, Including Spanish roof details and arched details above storefront parapets, the project as proposed ts more consistent with the "post modern" style of architecture. In fact, the elevations of the project even with a number of introduced vertical treatments .for the roof wtll appear very modern. Other mjor architectural features of the project include: A mixture of flat roof parapets and tiled mansard roofs; the mansards are prtmarly used on each end wing of the center. Painting details are designed to create visual shadows and a color band around the base of structures. Main wa-ll surfaces are proposed to be a yellow cream color (Chablis) with'arch details proposed in a 14ght peach coior (Apache). The structure base band is proposed tn a dusty blue color ((~hesepeake Blue). All wall surfaces will be plastered with a trowel finish. The focal point of the projecl: is a tower Structure with a sloping hip roof and Spanish tiles linking each building. Staff feels at this time that there are specific features of the project including color and other miscellaneous details which need some further refinement to ensure a high quality project. The following design corrections are being requested: All tiled roof treatments should have sloped elements with roof tiles 'on front and rear elevations. All column treatments in storefront areas should be of the same dimension (width, material and design treatment). Revise color scheme of the project so that main wall colors do not contain a "yellow tone" and accent colors are not as contrasting (i.e. more beige earthtones and possible use of terra cotta base or quarry accent instead of blue). Window treatments on the south elevation of the east wing and on the west elevation of the north wing should be decorative (i.e. paned and or arched). 2. Si0n Program All tenants within the Center are allowed identification signs by the Sign Code. The major elements of this program Include' - All signs are proposed to be channelled letters, logos are permt, ssable wtth owner approval. ' ~ Tenants have a choice of six (6) standard colors, exceptions are all owed wtth owner approval. Tenants have a choice of nine (g) letter types. t~htle all returns (metal sides of channel letter) are proposed to be painted blue color of the color band on the buildings, staff would recommend a modification in this treatment. A monument director~F sign totallng 75 square feet, with six (6) square foot tenant identification is proposed. However, a monument sign in the required lS foot stback would only be permitted tf the Planning Commission granted a variance. 4. .Landscaping The applicant has submitted a concept landscaping plan for the. prodect. The actua.1 quantities, spaces and location of materials, however, will be refined at plan check.. In addition, complete irrigation plans will need to be submitted at plan check. The project incorporates over 10,000 square feet of on site landscaping. Landscaping includes a ten (10) foot strip along street frontages and a series of five foot wide planters in the parking areas and along the alley. All planters will-contain tree, shrub and ground cover specimens. Use of annuals for adding color to the Center are also provided. - CONCLUSION i i After consideration of the site plan, architecture, sign and landscaping related issues, staff considers the project compatible with the surrounding area provided conditions of approval for the project are adopted. EL CAMINO REAL (OESIGN/SITE PLAN REVIEW 87-33). The Community Redevelopment Agency of the City of Tustln resolves as follows: I. The Community Redevelopment Agency finds and determines as follows- A. Pursuant to the adopted South/Central Redevelopment Plan, the Redevelopment Agency shall approve all site plans and architectural designs of any project proposed within the Redevelopment Agency Project Area. B. A proper application, (Design Review No. 87-33) has been filed on behalf of L.A. Land Company request authorization to construct a 25,281 square foot retail shopping center at 1011 E1 Carat no Rea 1. · C. The Agency has reviewed the proposed project and determines that the project will be compatible with the surrounding area. O. A Negative Declaration has been applied for and is hereby approved tn conformance wi th the California Envlronmental Oualtty Act. E. Final development plans shall require approval of the Community Oevelopment Department ptor to issuance of Building Permits. F. The project is in conformance with the Town Center Redevelopment Plan. II. RDA 87-19 GENERAL 1.1 'The proposed project shall substantially conform with the submitted plans for the project date stamped December 21, 1987 on file with the Community Development Department, as herein modified, or as modified by the Director of Community Development Department in accordance with this exhibit. · 1.2 Unless otherwise specified, the conditions'contained in this exhibit shal'l be complied with prior to the issuance of any building permit for the project, subject to review and approval by the Community Development Department. 1.3 Thts Design Review approval shall be become null and void unless building permits are issued within twelve (12) months of the date on this exhibit and substantial construction is under~ay. .1.4 At building plan check, construction plans, structural calculations,, and title 24 energy calculations shall be submitted. Upon removal of any on-site underground tanks, soil clearance shall also be obtained from the Orange County Health Department. 1.8 Applicants shall satisfy all Public Works Department requirements including but not limited to the following: A. The final site plan shall be standardized and reflect all appropriate City standard drawing numbers. The developer shall construct all missing or damaged street improvements to said development per the City of Tustin "Minimum Design Standards of Public Works" and "Street Improvement Standards". This work shall consist of, but is not limited to, curbs and gutters, sidewalks, drive apron, and street pavenient. SITE AND BUILDING CONDITIONS ii iiii 2.1 Note on plans that all exterior colors and materials to be used shall be subject to a review, and approval of the Olrector of the Community Oevelopment Oepartment. All exter.tor treatments must be coordinated with regard to color, materials and detailing and noted on' 'submitted construction plans and elevatt, ons shall indicate all colors and materials to be used. · 2.2 Provide exact details and schedules for all window treatments (i.e'. framing color, glass tint). Enhance appearance of project by providing a decorative treatment on windows on south elevation of the north wing (i.e. pained treatment or arched window). 2.3 Provide exact details on all door treatments. 2.4 All tiled roof treatments shall have sloped elements on the front and rear portions so that there is no rear or side facing blank walls visible from the public right-of-way or adjacent properties. 2.5 All column treatments in the storefront areas shall be of the same design, 2 foot dimension (width) and material treatment (i.e. all trowel finish plaster with same painting treatment). 2.6 Modify proposed exterior colors to be more in an earthtone pallette and utilize the addition of a possible .quarry accent tile. in terra cotta at the base of columns instead of blue paint. 2.7 Vents shown on west and north building elevations should be moulded stucco or decoratt ye ti le. 2.8 Provide floor plans for each building. 2.9 Provide details, textures, colors and materials on all exterior walkways. Place special maintenance and decorative emphasis on the walkway under the pedestrian arcade. 2.10 All exteelo'r stucco and wall treatments shall be trowel fin_ished. . Roof drains shall be installed internally .. unless they are not visible from any public right-of-way. · 2.12 Submit structural details for proposed property line wall. 2.13 Revise master sign plan for the project as follows: A. Include on-site address signs. B. Decoratively designed "entrance only" signs to be posted on the northerly alley entrance adjacent to Newport and "right turn only" entering and exiting the driveway along Newport Avenue. C. All final colors shall be approved by the Director of Community Oevelopment consistent with revisions to exterior building colors. O. The monument sign prOposed shall not be placed in the-required 15 ft. setback for the project without granting of a variance by the 'Planning Commission. · Ali sign installations shall consist of internally illuminated individually mounted channel letters. All balasts, raceways and electrical appurtenan6es and fixtures shall not be exposed. 2.14 The proposed trash enclosure shall be 'stuccoed and colored to match main buildings. 2.15 Wall mounted light packs or ground line lighting should be provided at rear of building. 2.16 Note on plans that a six (6) foot high chain linked fence shall be installed around the site prior to buildings construction stages. Gated entrances shall. be permitted along the perimeter of the site for construction vehicles. 2.17 All rooftop mechanical or electrical fixtures and equipment shall be · screened. All telephone, gas and electrical boxes must be indicated on the building plans and shall be completely screened by an enclosure that matches main building treatments and color. Electrical transformers where provided and wherever possible shal be located toward the interior of the project maintaining a sufficient distance from frontage of the project. 2.18 Parking shall be maintained at a ratio of one space for every 200 square feet of bui 1 ding area. 2.19 All exter,._~or li. ghting shall be installed so that rays do not direct light onto any surrounding properties. Exhtbl t A Resolution No. RDA 87-19 Page fi ve LANDSCAPZNG, GI~OUNDS AND HARDSCAPE ELEHENTS ,. 3.1 Final landscaping plans shall address the control of fertilizers, pesticides, and Irrigation water runoff. 3.2 Future formal submittals shall substantially conform to the landscaping requirements on file with the Department of Community Development. 3.3 At plan check stages a completely detailed landscape and irrigation' plan must be submitted. The plan must list all species and common names, sizes, spacing actual location and quantity of plant materials. Show planting and berming details, soil preparation, staking. The irrigation plan must show location and central of backflow prevention devices, pipe size, sprinkler type, spacing and coverage. The Department of Community Development may reque~.t additional' sizing .or quantty of materials during plan check. Note on plans tht coverage of landscaping and irrigation is subject to field inspection . at project completion by the Department of Community DeveloPment. The Department of Community Development may request minor substitutions of plant materials or request additional sizing or quanity materials during building plan check. Note on landscaping plan that coverage of landscaping irrigation materials is subject to field inspection at project completion by the Department of Community Development. 3.4 The submitted landscaping plans at plan check must reflect ~he following · requirements: a) Turf is unacceptable for grades over 25~. b) A combination of planting materials must be used, ground cover on large areas alone is not acceptable. c) Provide a minimum of one 1S gallon size tree for every 30 feet of property line on the property perimeter and five 5 gallon shrubs. All newly planted trees shall be staked according to City standards. 3.6 Shrubs shall be a minimum of 5 gallon size and shall be spaced a minimum of 8 feet on center when intended as screen planning. 3.7 Ground cover shall be planted between 8 to 12 inches on center. Please change notes on landscaping plans to reflect this requirement. 3.8 When ! gallon plant sizes are used the spacing may vary according to materials used. In irrigation areas the irrigation controller is to be enclosed in a lockable housing. Design irrigation systems to provide sufficient coverage of avoiding water overspray on buildings and sidewalks. The Community Redevelopme'nt Agency' of the City of Tustin resolves as follows- I. The Community Redevelopment Agency finds and determines as follows' A.
