SURPLUS RADIOS - DONATION TO AMERICAN RED CROSS
Recommendation
City Council adopt Resolution No. 88-120, declaring surplus
radio equipment be transferred to the Orange County Chapter of
the American Red Cross for use in connection with emergency
services.
Background
The radios and radio equipment referred to in Resolution No. 88-
120 were utilized by the old Tustin Fire Department. The Police
Department has been storing this equipment since the Fire
Department was disbanded. The radios are not compatible with
any existing public safety frequencies. The technology of the
radios makes potential conversion to existing safety frequencies
cost prohibitive.
The American Red Cross uses a radio frequency for disasters
which is close enough to the frequencies on these radios to make
conversion by the Red Cross feasible for its use. The Red Cross
is interested in acquiring the radios for use in its emergency
services efforts.
The City Attorney has reviewed the recommendation Cegarding this
equipment and has approved the resolution to transfer the radios
to the American Red Cross.

RESOLUTION NO. 88-120
A RESOLUTION OF THE CITY COUNCIL OF
TUSTIN, CALIFORNIA~, DECLARING'
SURPLUS AND TRANSFERRING SURPLUS
RADIO EQUIPMENT TO THE ORANGE COUNTY
CHAPTER OF THE AMERICAN RED CROSS
FOR USE IN CONNECTION WITH EMERGENCY
SERVICES
1. The City Council of the City of Tustin,
California, hereby finds and determines as follows:
(a) The Police Department of the City of
Tustin has a number of fire radios which no
longer are useful because the frequencies on
which they operate-are no longer compatible
with the radio frequencies now being used for
fire reports.
(b) The American Red Cross uses a radio
frequency for disaster services which is close
to the frequency- of the aforesaid surplus
radios and such radios can be readily modified
to communicate on the American Red Cross
disaster'frequency.
(c) The American Red Cross is part of the
system which provides emergency services to
the citizens of the City of Tustin and it can
use these radios in the performance of its
emergency services.
(d) The subject radios are surplus to the
City of Tustin and its uses, are obsolete and
are no longer needed or usable by the Tustin
Police Department and it would be reasonable
for the City to transfer these radios to the
American Red Cross for its use in the
performance of its emergency services to the
citizens of TUstin and surrounding areas.
2. The City Council hereby resolves as follows:
a. Said radios are hereby declared surplus
and it is ordered that they are to be
delivered to the Orange County Chapter of the
American Red Cross for its use in the
performance of emergency services in the City
of Tustin and surrounding areas.
