TO: WILLIAM HUSTON, CITY MANAGER
FROM: PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION
SUB, EOT: SANTA ANA (I-5)/COSTA MESA (RTE 55) TRANSITWAY STATUS REPORT
RECOMMENDATION:
That the Tustin City Council at their meeting of November 21, 1988
authorize staff to meet and discuss with the Caltrans's staff on the
following items:
1. Potential mitigation measures for the elevated transitway with
respect to sound and visual impacts.
2. Physical mitigation measures for loss of parking spaces (covered
and open) .
-3. Definition of actual requi~ed right-of-way needs as they relate to
the existing condominium development.
BACKGROUND:
At the past several meetings, residents of the Tustin Village
Condominiums at 15500 Tustin Village Way expressed concerns about the
proposed elevated transitway on the I-5 and Rte 55 freeways within the
interchange area, and the proposed parking removal from within their
complex due to the interchange improvements.
On October 19, 1988, Caltrans' staff made a presentation to the City
Council and residents regarding the scope of the. interchange
improvements and, in particular, the details of the proposed transitway.
City staff was directed to review the available preliminary plans for
the proposed improvements and suggest potential mitigation measures to
minimize the residents' concerns.
DISCUSSION:
Staff 'is still in the process of reviewing Caltrans' plans and hopefully
will have our full review completed in the next two weeks. However, we
feel that we are far enough along to meet with Caltrans' staff and
discuss the following:
®
Potential mitigation measures for the elevated transitway with
respect to sound and visual impacts.
2. Physical mitigation measures for loss of parking spaces (covered
and ope.~l.. .
·
3. Definition of actual required right-of-way needs as they relate to
the existing condominium development.
