SUBJECT:
WILLIAM HUSTON, CITY MANAGER
PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION
AWARD OF CONTRACT FOR CONSTRUCTION OF TUSTIN RANCH ROAD, PORTOLA
PARKWAY, LA COLINA DRIVE AND IRVINE BOULEVARD
RECOMMENDATION:
It is recommended that the City Council award a contract to Sully Miller
Contracting Co. in the amount of $5,157,062.90 for construction of the
above project.
BACKGROUND:
This project consists of street improvements in Assessment District No.
86-2 north of Irvine Boulevard. It includes Tustin Ranch Road, Portola
Parkway, La Colina Drive and the north side of Irvine Boulevard.
Improvements to be constructed include curbs, gutters, paving, drainage
facilities, utilities, traffic signals and street lights.
Bids were Opened November 15th for the project and the .following three
firms.submitted bids.
Sully Miller Co., Orange ............. $5,157,062.90
Aman Brothers, Covina ................ $5,272,100.05
Griffith Co., Santa Ana .............. $5,378,945.95
The low bid by Sully Miller is 25% below the engineer's estimate of
$6,885,159. They are a well-known firm in the public works construction
field and it is recommended that the contract be awarded tothem. This
project is funded with Assessment District 86-2 bond funds. It is
anticipated that construction of this project will be completed in
August 1989.
Initially, it appeared that Aman Brothers was low bidder at
$5,112,260.95 but when the bids were checked, one error in multiplying
and one error in adding was found in their bid. With corrected
arithmetic, their actual bid is $5,272,100.05 which makes them second
low. This matter' has been fully discussed with an officer of the firm.
