HomeMy WebLinkAboutNB 7 EL CAMINO REAL 11-21-88NEW BUSINESS TO: WILLIAM HUSTON, CITY MANAGER fbOM: PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION SUBJECT: EL CAMINO REAL BETWEEN BROWNING AVENUE AND 3003 FEET EASTERLY OF TUSTIN EAST DRIVE RECOMMENDATION: That the Tustin City Council at their meeting of November 21, 1988 authorize the installation of the following improvements along the northerly side of E1 Camino Real between Browning Avenue and 300+_ feet easterly of Tustin East-Drive: 1. Three 9500 lumen street lights on wood utility poles inclusive of annexing the parcels to the Lighting District 2. Five (5) foot wide interim AC sidewalk on the three parcels -' without sidewalks and authorize a supplemental budget appropriation to install said improvements and fund the street light energy and maintenance cost in the amount of $3750.00. BACKGROUND: At the November 7, 1988 City Council meeting, a resident, Ms. Patricia Agosta, raised the following concerns regarding that portion of E1 Camino Real between Browning Avenue and 300+ feet easterly of Tustin East Drive: 1. Lack of street lighting. 2. Lack of sidewalks along the northerly side of E1 Camino Real. 3. Soundwalls along the freeway side of E1 Camino Real. Staff has- field-reviewed the area in question and found that the area does lack street lighting and sidewalks in some areas. Most of E1 Camino Real westerly of 1839 E1 Camino Real is improved with sidewalks and street lighting. These improvements were installed as a condition of approval when the adjacent property was developed while under County of Orange jurisdiction. As discussed at the City Council meeting, this area along E1 Camino Real was annexed'to the City of Tustin in October 1985. DISCUSSION: There are f.~ur par.~els of land along E1 Camino Real that fall within Ms. Agosta's conCerns of street lighting and/or missing sidewalks. None of the parcels have any street lighting and only one of them (1881 E1 'Camino Real) contain a sidewalk. Along the northerly side of the street .there are three wood Edison Company utility poles to which street light luminaires could be attached. The four parcels in question do not belong to any lighting district for the funding of on-going street light energy and maintenance. These parcels will be required to annex to the City's 1972 Lighting and Landscape District on July 1, 1989 if street lights are to be installed. All four parcels have absentee owners. There is adequate street right-of-way on the three parcels without sidewalks to construct an interim five (5) foot wide sidewalk across the E1 Camino Real frontage of each of the following properties at 1839 and 1951 E1 Camino'Real and 13941-47 Browning Avenue. The installation of the interim sidewalks would require the removal of the shrubs and bushes within the street right-of-way which currently help shield the dwelling units from the street and freeway exposures. The item pertaining to soundwalls adjacent to the freeway should be referred tQ Caltrans for their response. It is staff's understanding from ·comment~ within the I-5 Widening EIR/EIS that a soundwall will be constructed along the northerly freeway right-of-way as part of the freeway widening contract in 1990. The exact height of this wall has not been determined at this time, but it is estimated that it will be approximately 10-12 feet high. The City's long-term plans for E1 Camino Real between Browning Avenue and Red Hill Avenue will include reconstruction and widening to provide two travel lanes in each direction and parking on the northerly side of the street. These improvements would require a right-of-way acquisition of an additional thirty (30) feet along the northerly side of the existing roadway adjacent to the four parcels in question. Consequently, this is the reason for staff's recommendation to install interim improvements only at this time. It is suggested that the following improvements be installed at this time on the northerly side of E1 Camino Real between Browning Avenue and 300+ feet easterly of Tustin East Drive: * Install three street light luminaires (9500 lumen) on existing wood utility poles (no direct cost to City except for 6 months energy/maintenance cost of $250.00).
