DONATION TO TUSTINAREA SENIOR CENTER FUND, INCORPORATED - SENIOR CLUB BAZ/tJtR PROCEEDS On October 30, 1988, the Senior Club held their Annual Bazaar at the Clifton C. Miller Community Center. Katherine Child, President of the Senior Club, will preseht a check to Margarete Thompson for the Tustin Area Senior Center Fund, Inc. 2. DONATION TO TUSTINAREA SENIOR CENTER FUND, INCORPORATED - TILLER DAYS S/10K RUN PROCEEDS Steve Blankenhorn, Recreation Supervisor, will present a check from the Tiller Days Run Committee to Margarete Thompson for the Tustin Area Senior Center Fund, Inc. V. ELECTION CERTIFICATION AND SELECTION OF MAYOR 1. C~NVASS OF GENERAL MUNICIPAL ELECTION CONSOLIDATED WITH THE GENERAL ELECTION ON NOVEMBER 8, 1988 The General Municipal Election consolidated with the General Election for the City of Tustin was held on Tuesday, November 8, 1988, to elect three Members of the City Council and a City Clerk. Recommendation: Adopt the following Resolution No. 88-130 reciting the fact of the General Municipal Election Consolidated with the General Election held on November 8, 1988, and declaring the result thereof as recommended by the City Clerk: CITY COUNCIL AGENDA PAGE 1 DECEMBER 5, 1988 RESOLUTION NO. 88-130 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, RECITING THE FACT OF THE GENERAL MUNICIPAL ELECTION WHICH WAS CONSOLIDATED WITH THE GENERAL ELECTION HELD IN SAID CITY' ON 'NOVEMBER 8, 1988, DECLARING THE RESULT THEREOF AND SUCH OTHER MATTERS AS PROVIDED BY LAW .. 2. SELECTION OF THE MAYOR Recommendation: Pleasure of the City Council. VI. PUBLIC HEARING - None VII. CONSENT CALENDAR Ail matters listed under Consent Calendar are considered routine and will be enacted by one motion. APPROVAL OF MINUTES - NOVEMBER 21, 1988, REGULAR MEETING APPROVAL OF DEMANDS IN THE AMOUNT OF $719,155.36 RATIFICATION OF PAYROLL IN THE AMOUNT OF $195,589.86 SURPLUS SCRAP METALS Receive and file notice of sale of surplus metals as provided for in Ordinance No. 871 as recommended by the Public Works Department/Field Services Division. 4. REQUEST FOR TREE REMOVALS Approve tree removals at the following locations as recommended by the Public Works Department/Field Services Division: 14781 Birchwood, 17421 Amaganset, 14512 Emerywood, 1872 Hampshire and 15803 Myrtle. REIMBURSEMENT AGREEMENT FOR CONSTRUCTION OF DOMESTIC WATER AND RECLAIMED WATER FACILITIES WITHIN ASSESSMENT DISTRICT NO. 86-2 Approve and authorize the Mayor to execute the reimbursement agreement between Irvine Ranch Water District and the City of Tustin for the construction of domestic water and reclaimed water facilities within Assessment District No. 86-2 as recommended by the Public Works Department/Engineering Division. 6. BRYAN AVENUE AND FARMINGTON ROAD TRAFFIC SIGNAL WARRANT STUDY '.Deny a.traffic signal installation at the intersection of Bryan Avenue and Farmington Road because Department of Transportation State Traffic Manual warrants were not satisfied as recommended by the Public Works Department/Engineering Division. RESOLUTION Bu. 88-128 - A RESOLUTION OF fHE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, APPROVING PLANS AND SPECIFICATIONS FOR SIDEWALK AND CURB .AND GUTTER REPAIR PROJECT, 1988-89 FISCAL YEAR, AND AUTHORIZING ADVERTISEMENT OF BIDS Adopt Resolution No. 88-128 approving the plans and specifi- cations for subject project and authorizing the City Clerk to advertise for bids as recommended by the Public Works Depart- ment/Engineering Division. 8. RESOLUTION NO. 88-129 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, APPROVING PLANS AND SPECIFICATIONS FOR CONSTRUCTION OF PERIMETER BLOCK WALL AND ROLLING GATE AT 18602 17TH STREET (WELL SITE) AND AUTHORIZING ADVERTISEMENT OF BIDS Adopt Resolution No. 88-129 approving the plans and specifi- cations for subject project and authorizing the City Clerk to advertise for bids as recommended by the Public Works Depart- ment/Engineering Division. ' 9. RESOLUTION NO. 88-127 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, APPROVING THE APPEAL FOR VARIANCE NO. 88-7 FOR THE HEADACHE TREATMENT CENTER OF ORANGE COUNTY (DAVID E. SOSIN, M.D.) AT NEWPORT AND MITCHELL AVENUES Approve appeal for Variance No. 88-7 by adoption of Resolution No. 88-127 as recommended by the Community Development Department. 10. RESOLUTION NO. 88-125 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, APPROVING FINAL VESTING TRACT MAP NO. 13096 Approve Final Vesting Tract Map No. 13096 by adoption of Resolution No. 88-125 as recommended by the Community Development Department. 11. RESOLUTION NO. 88-126 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, FINDING THAT THE ENVIRONMENTAL IMPACT REPORT (EIR 88-02) PREPARED IN CONJUNCTION WITH THE SECOND AMENDMENT TO THE TOWN CENTER REDEVELOPMENT PROJECT IS RECOGNIZED AS ADEQUATE WITH THE INCORPORATION OF ALL RESPONSES TO COMMENTS AND CERTIFYING FINAL ENVIRONMENTAL IMPACT REPORT 88-02 Certify Final EIR 88-02 with incorporation of response to comments on the Draft EIR by adoption of Resolution No. 88-126 as recommended by the Community Development Department. AUTHORIZATION TO ADVERTISE FOR BIDS - FURNISHINGS FOR TUSTINAREA SENIOR CENTER Approve the specifications for the purchase of furnishings for the Tustin Area Senior Center and authorize staff to advertise for bids as recommended by the Community Services Department. ST~%TUS REPORT - JWA/CRAS/ASC Update on the John Wayne Airport Noise Monitoring Program, Coalition for a Responsible Airport Solution (CRAS) and Airport Site Coalition (ASC). CITY COUNCIL AGENDA PAGE 3 DECEMBER 5, 1988 Recommendation: - (1) Receive and file subject report and (2) Select a city council representative to serve on the CRAS-Board of Directors and instruct staff to inform the current Board of the appointment as recommended by the Community Development Department. :II. HEW BUSINE88 1. AWARD OF CONTRACT FOR WATER MAIN IMPROVEMENTS ON GRAMERCY DRIVE, SUSSEX PLACE, ETON PLACE AND SANDHURST PLACE, PROJECT NO. 60006? Sealed bi~s for this project were opened on November 22, 1988, at 10:00 a.m. The low bid of $112,635.00 from RLT Construction was 19% below the Engineer's estimate. Recommendation: Award the contract for subject project to RLT Construction, Inc., in the amount of $112,635.00 as recommended by the Public Works Department/Engineering Division. 2. WOREBHOP WITH PARKS AND RECREATION COMMISSION The Parks and Recreation Commission is requesting a workshop with the City Council in Janaury, 1989. Recommendation: Pleasure of the City Council. ~3. AUTHORIZE PURCHASE OF VEHICLES Sealed bids were received for eleven vehicles on November 23, 1988, at 10:00 a.m. Recommendation: Authorize the purchase of vehicles from Fuller Ford, Chula Vista, California, and Sunset Ford, Westminster, California, in the amount of $133,400.33 as recommended by the Public Works Department/Field Services Division. XIII. REPORTS 1. PLANNING COMMISSION ACTION AGENDA - NOVEMBER 28, 1988 Ail actions of the Planning Commission become final unless appealed by the City Council or member of the public. Recommendation: Ratify the Planning Commission Action Agenda of November 28, 1988. 2. USED VEHICLE PURCHASE In the 1988-89 budget, the Police Department was scheduled for the replacement of one unmarked police vehicle. Recommendation: Receive and file subject report as recommended by the Police Department. XIV. OTHER BUSINESS 1.
