Portola Parkway between Tustin Ranch Road and Jamboree Road Santa Ana Freeway (I-5)/Costa Mesa Frleeway Interchallnge This project is a Caltrans project which is planned for construction to be completed in three phases. Phase I is currently under design and includes the following work: o Elimination of the southbound I-5 to northbound Rte. 55 movement Elimination of the southbound Rte. 55 to northbound' I-5 movement ° Relocation of the southbound Rte. 55 McFadden Ave. on-off ramps from north of McFadden Ave. to south of McFadden Ave. (adjacent to Xerox building) ~ Reconstruction/widening of the Warner Ave. and McFadden Ave. overpasses at the Costa Mesa Freeway ° Addition of one travel lane to the Costa Mesa Freeway in each direction between Dyer Road and the Santa Ana Freeway Phase I is tentatively scheduled to commence construction in October, 1987 with completion in November, 1989. Caltrans is desirous of combining Phase II and Phase III as one contract which would include the foll'owing work: ~ Construction of a connector .road from northbound Rte. 55 to northbound I-5 as a flyover structure. This would result in one additional level of roadway above the current I-5 Freeway ° Construction of a connector road from southbound Rte. 55 to northbound I-5 as a flyover structure ° Modification to the northbound I-5 to northbound Rte. 55 connector road, southbound I-5 to southbound Rte. 55 connector road and northbound Rte. 55 to southbound I-5 connector road o Reconstruction and widening of the First St. and Irvine Blvdj/Fourth St. overpasses at the Costa Mesa Freeway ° Addition of one travel lane in each direction between the Santa Ana Freeway and Seventeenth St. ' o Various on-off ramp modifications at First St. and Fourth St. in the City of Santa Ana AP'RIL 21, 1987 PAGE THREE Phase II and II~ is tentatively scheduled to commence constr'uction in October, 1989 wi th completion in November, 1992. Santa Ana Freeway Widening This project consists of the widening of I-5 from the San Diego Freeway (I-405) to the San Gabriel Freeway {I-605) in Los Angeles County. The Fir. st two segments of this project relate directly to Tustin. Segment one is between 1-405 and the Costa Mesa Freeway {Rte. 55}. Segment two is between Rte. 55 and the Garden Grove Freeway (Rte. 22). Caltrans has formally recommended that the full standard widening project be constructed. This full standard widening is also known as the twelve lane widening. These twelve lanes are made up of five (5) general purpose lanes in each direction and one {1) High Occupany Vehicle (HOV) 1.ane in each direction. Segment one is tentatively scheduled as follows- Environmental certification ..................... May, 1987 'Plan preparation ................................ June, 1987 to March, 1989 Bid advertisement ............................... April-May, 1989 Start construction ...................... July, 1989 The Draft EIS for segment two has been circulated for public review and a public hearing has been conducted. Further project scheduling has not been made available from Caltrans. Santa Ana Freeway (I-5)/iJamboree Road (formerly iMyford) Interc.hange This is a Caltrans sponsored/funded project and consists of the total reconstruction of the existing interchange. A partial cloverleaf type interchange is proposed which will provide full movements in all directions. The interchange structure will be constructed to accommodate the future I-5 widening to twelve lanes. The environmental certification has been completed and the project is currently under design. The following is a tentative schedule for plan completion, bid advertisement and construction: Completion of plans ............................. Ana Freeway (I-5)/Tustin Ranch Road Interchan~lle This interchange is a City sponsored/funded project. Funding will be provided through two East Tustin Assessment Districts. A full movement interchange is proposed at the freeway, as well as the extension of Tustin Ranch Road southerly to Walnut Avenue. The interchange will be' constructed to accommodate the future I-5 widening to twelve lanes. Preparation of plans and bid documents are being prepared by the City and it is anticipated that the contract administration will also he a City responsibility in lieu of Caltrans. October, 1989 Eastern Transportation Corridor · The Eastern Transportation Corridor (ETC) is planned as a 6-8 lane freeway type facility extending between the Riverside Freeway (Rte. 91) on the north to the Santa Ana Freeway (I-5) on the south to act as a relief to the Costa Mesa Freeway and local arterials. The ETC Route Location Study and environmental documentation is currently in progress and it is anticipated to be completed in late 1987. Several route location alternatives are being considered and are located between Jamboree Road on the north to State Route 133 (Laguna Freeway) on the southerly end of the study area. Approximately a year and a half ago, a fee program was initiated by the County of Orange and eight Cities to fund approximately 50% of the cost of the Eastern and Foothill Transportation Corridors. This program provides a vehicle for each of the governmental agencies to collect fees from new development within the respective jurisdictions. In addition to these fees, the Orange County Transportation Commission and the newly established Joint Powers Authority are continuing to seek other sources of funding to supplement the fee program. No construction schedules have been established at this time. Foothill Transportation Corridor The Foothill Transportation Corridor (FTC) is a planned 6-8 lane fre6way type facility extending from the I-5 Freeway south of San Clemente to the proposed Eastern Corridor. Finalization of route locations for various segments of t'he corridor are currently underway. The westerly terminus of the FTC will be determined when the final ETC alignment has been established. The fee program as described above also pertains to the FTC. No construction schedules have been established at this time. Jamboree Road Extension through MCAiS This segment of Jamboree Road extends from Barranca Parkway on the south to Edinger St. on the north and is a joint effort between the City of Irvine, The Irvine Company and City of Tustin. The project will provide for a six-lane major arterial highway with grade separations at Moffett Drive within the Marine Base and al so at Warner Avenue. Following is a tentative project schedule based upon potential utilization of Federal Aid Urban (FAU).funding: ° Approval to circulate Environmental Assessment -- April, 1987 document ° Public hearing on Environmental Assessment ...... September, 1987 Completion of burn p~t/Moffet trenches clean up - December, 1987 Advertise bids * January, 1988 * Bid advertisement is contingent upon funding availability. As of this date, no construction funds are available. North-South Road (Jamboree) This segment of roadway will extend from Irvine Blvd. on the south to Chapman Ave. relocated (in Orange) on the north. Tustin will serve as lead agency on the project for those areas located within the County of O'range and in the City of Orange. It is anticipated that the project will be constructed under two major contracts; grading and drainage facilities, and roadway improvements. The roadway will be constructed in the interim to five lanes; three southbound lanes and two northbound lanes between Irvine Blvd. and Tustin Ranch Rd. Ultimately, this section will be constructed to six lanes and classified as a major arterial highway. The section of roadway between Tustin Ranch Rd. and Chapman Ave. will be constructed to a total of four lanes and will be classified as a primary arterial highway. Funding within the City of Tustin will be provided through Assessment District No. 86-2. October, 1988 East Tustin Arterial Highways The following eight street projects within the East Tustin area wil.1 be constructed at various stages and will be coordinated to provide minimum impact to the adjoining communities. These roadways will include all storm drain, sewer, and other required utilities. Funding will be provided by Assessment Districts No. 85-1 and No. 86-2.
