HUSTON, CITY MANAGER COMMUNTTY DEVELOPMENT DEPARTMENT 1989-90 PROPOSED USE OF COI, t~N[TY DEVELOPMENT BLOCK GRANT FUNDS (15TH YEAR APPLICATION) u r- RECOI,~ENDATTON It is-recommended that the City Council adopt Resolution No. 88-131 approving the 1989-90 application for the proposed use of Community Development Block Grant (CDBG) funds. BACKGROUND 'The County of Orange has solicited funding applications for participation in the Urban County's Community Development Block Grant (CDBG) program for fiscal year 1989-90 (Program Year XV). The proposed use of CDBG funds will continue to be affected by requlrements contained In the Federal Housing and Communities Act of 1974, as amended, including the following: 1. The primary objective that must be met for all CDBG Programs is the development of viable urban communltles, including decent housing and a suitable living environment, and expanding economic opportunity, principally for persons of low and moderate income. 2. Proposed CDBG Programs must give maximum priority to benefiting low and moderate income households and/or in preventing or eliminating slum or blight conditions. The priority test is met only if 51% of total funds provide direct or area benefit to low and moderate income households. . Residential rehabilitation continues to be an eltgtble activity if the structure is occupied by a low or moderate income household with one or more of the following existing conditions: the structure is sub-standard; the structure is in an area designated as slum or blighted; or the rehabilitation is necessary to eliminate a specific condition detrimental to publtc health or safety. The City has designated those areas whtch meet Federal and State definitions of slum and blight. In order to spend funds outside of target areas, there has to be a concentration of low or moderate tncome households. (See attached map of target areas.) 5. 15% of:.:otal grant proceeds may be used for provision of public services subject'to major restrictions on the types of eligible public services. Stnce 1982, the Ctty has primarily used its CDBG funds for housing rehabilitation, and capital projects. A summary of performance data on all projects undertaken over the last several years is Included as Attachment I. AIIALYSIS In preparation of the City's 1988-89 Community Development Block Grant application, staff requested proposals from all City Departments and also published a nottce Inviting citizen comments on the use of the 1989-90 CDBG funds. On November 28, 1988 the Cttizen Participation Committee met to discuss the proposed projects which were submitted by the varlous City Departments. After a detailed review of existing and eligible programs, the Committee and staff recommended that the following projects receive fundlng as part of the City's 1989-90 CDBG application. 1.' Residential Rehabilitation - $100,000: Continuation of the City's parttCtpat'~o~"'with the Cou'nl~y'-in providing low interest loans and grants for rehabilitation of stngle family homes, mobtle homes and multiple faintly units. The program ts available cltywlde to low and moderate Income households and in slum and blight areas to eliminate these conditions. (See Attachment !!) 2. Publtc Improve.ments and__Factltttes - $115,000- Columbus Tusttn Park, Phase !I Improvement Project which '"consists '~f the expansion of the parking lot with perimeter landscaping and drainage improvements to be followed by construction of a new gymnasium, new restroom facilities and a new picnic area. The above requested amount is designated specifically for the storm drain as recommended in the recently completed "Columbus Tustin Park Storm Drain Study. (See Attachment III) 3. Commercial Rehabilitation - $25,000' Grant/rebates to businesses in Old Town and i'n' the "F~'rst Street Specific Plan area and along Newport Avenue between E1 Candno and 1st Street for mi nor exterlor repalrs and beautification. (See Attachment IV) 4. Publlc !mprovemen_t_s - $100,000' Street Improvements for Orange Street between E1 Camino Real and San Juan Street whtch includes widening, pavement reconstructlon wtth curbs, gutters, sidewalks, drive aprons, street lights and water matn facilities. WHEREAS, under the Housing and Community Development Act of 1974, as amended, Federal assistance may be provided for the support of Community Development activities which are directed toward certain specific objectives as set forth in the Act; and WHEREAS, as a city with a population of less than 50,000 Tustln's Community Development Block Grant (CDBG) Application is submitted and funds are distributed by the County of Orange. WHEREAS, the following steps were taken in preparation of the City's 1989-90 CDBG Appl i ca ti on: 1. Citizen's were furnished With information concerning the CDBG Program, the range of eligible activities, and the proposed use of funds through a Citizen Participation hearing noticed and held on November 28, 1988. 2. A public hearing to obtain the views of citizens on community development and housing needs was held on December 19, 1988. 3. An application has been prepared for City's participation in the 1989-90 CDBG Year 15 Program. This information was publicized in such a manner to afford citizens an opportunity to submit comments on the proposed use of funds and the Community Development performance of the City of Tustin; and WHEREAS, a public hearing on the City's application 1989-90 Community Deyelopment Depar~tment Block Grant Application was held on December 19, 1988. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TUSTIN RESOLVES AS FOLLOWS: Section 1. Section 3. The City Clerk shall certify to the adoption of this Resolution and shall file a copy of said Application with the Minutes of this City Council Meeting.
