BACKGROUND
The City Council at their regular meeting on November 21, 1988 reviewed a report
regarding the City's policy on reviewing and approving cold-air balloons. Prior
to discussing the matter any further, the City Council referred the matter to
the Planning Commission for review and recommendation.
In response to the City Council's request, the Planning Commission reviewed
current provisions and code provisions regulating temporary use permits for
cold-air balloons at their meeting on November 28, 1988. Since there was
concern from the Planning Commission about all temporary advertising devices,
the Commission requested that the matter be more comprehensively reviewed in
conjunction with revisions to the sign code currently being drafted at the
request of the Commission by the Department of Community Development. Since
staff will be providing a complete report to the Commission on these issues in
the near future, the Commission has suggested that a joint workshop sometime the
first part of the year with the City Council would be desirable. They will be
following up with this request after their preliminary review of the first draft
of the Sign Code.
