SUBJECT: FOOTHILL RESERVOIR REPAIRS
·
RECOMMENDATION'.
It is recommended that the City Council adopt a resolution declaring that
public interest and necessity demands immediate expenditure of public
money to safeguard life and health.
BACKGROUND:
The City Council at their meeting of November 7, 1988, authorized staff
.to select a consultant and solicit bids for the required repairs for the
Foothill Reservoir. During the cool weather winter months when water
demands are low, the reservoir can be completely drained so that the leak
can be located and proper repairs made. As the time frame for this
favorable weather is short, the work will need to be done by contracting
through informal quotations rather than through the formal advertising
and bidding procedures. Council authorized this work previously, but it
is felt that approval of the resolution is needed for compliance with the
California Public Contract Code. Adoption of the resolution makes the
proper findings that will authorize the informal bidding procedure. At
their November 7th meeting, the City Council appropriated $32,500 for
these repairs.
