DECEMBER 13, 1988 ~~'~~____~ ...... _ J TO: WILLIAM HUSTON, CITY MANAGER FROM: SUBJECT: PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION APPLICATION FOR FUNDS UNDER THE ORANGE COUNTY ARTERIAL HIGHWAY FINANCING PROGRAM (AHFP) FOR 1989-90 FISCAL YEAR ,, RECOMMENDATION'. That the City Council adopt a resolution requesting the County of Orange to include the improvement of certain streets in the 1989-90 FY AHFP. BACKGROUND: Under AHFP, the County provides up to 50% funding for high priority improvement projects on the arterial highway system. Applications are received by December 31 each year for the following fiscal year. The applications are taken first through a technical review process and next through a committee Df Orange County Division of the League of California cities after which a final project list is approved by the Board of Supervisors. A current AHFP project in the City Of Tustin is the Red Hill/Walnut right-of-way acquisition and widening improvement. ANALYSIS: Staff recommends two projects for inclusion in the 1989-90 application requesting a total of $589,000: * Jamboree Road, Barranca Parkway to Edinger Avenue ..... $500,000 * Yorba Street, First Street to Irvine Boulevard ........ $ 89,000 1. Jamboree Road, Barranca Parkway to Edinqer Avenue - This project will provide a new six-lane divided highway on new alignment through the east side of the USMC Air Station. The right-of-way is being provided by the U.S. Government in a land swap with The Irvine Company. The project includes grade separation structures at Moffatt Drive and Warner Avenue. The construction cost is to be shared among the City of Tustin (18%), the City of Irvine (46%), and The Irvine Company (36%). This general plan project will provide much needed relief for Red Hill Avenue traffic. The estimated construction cost is $12,470,000 and the requested AHFP grant is only 4% of the total. It is anticipated that construction could be started next Spring. · Yorba Street, First Street to Irvine Boulevard - This involves acquiring one parcel on the west side of Yorba and six parcels on the east side. Improvement consists of widening both sides to line up with existing Curbs and sidewalks where previously widened. This will provide~ for four lanes in this segment to the general plan width with left-turn lanes at First Street and at Irvine Boulevard. The estimated cost of acquiring this right-of-way is $178,000, and the requested AHFP grant is 50% of the total. A resolution has been prepared for City Council action on December 19. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, REQUESTING THE COUNTY OF ORANGE TO INCLUDE WITHIN THE ARTERIAL HIGHWAY FINANCING PROGRAM THE IMPROVEMENT OF VARIOUS STREETS WHEREAS, the City of Tustin desires to improve Jamboree Road and Yorba Street within the limits listed below; and WHEREAS, Article 2 and Article 3, Chapter 9, Division 2 of the Streets and Highways Code authorizes a County, if it so desires, to expend funds apportioned to it out of the California Highway Users Tax Fund for aid to any City in the improvement, construction, or repair of a street within a City; and WHEREAS, the Board of Supervisors intends to, by appropriate action, provide in the County Road budget for the Fiscal Year 1989-90 a sum of money for the improvement of streets within the incorporated cities of the County in accordance with the Orange County Arterial Highway Financing Program. NOW, THEREFORE, BE IT RESOLVED that the Council of the City · of Tustin hereby requests the Board of Supervisors of the County of Orange to allocate to said City from County funds the amount of $589,000, said amount to be matched by funds from said City, to be used to aid said City in the improvement of the following streets in accordance with the attached project statement: Jamboree Road, Barranca Parkway to Edinger Avenue ...... $500,000 Yorba Street, First Street to Irvine Boulevard ......... $ 89,000 BE IT FURTHER RESOLVED that the Board of Supervisors of the County of Orange is hereby requested to find that said improve- ments on these streets, in the manner provided, is in the general County interest. BE IT FURTHER RESOLVED that, by this Resolution, the City of Tustin agrees with the basic concepts of the Arterial Highway Financing Program; and further agrees that its share of the cost of improvements and rights-of-way will be available for the fiscal year 1989-90.
