HomeMy WebLinkAboutCC 14 RAWLINGS RES RPR 12-19-88CONSENT CALENDAR TO: WILLIAM HUSTON, CITY MANAGER FHO~: PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION SUBdECT: RAWLINGS RESERVOIR REPAIRS BACKGROUND: During recent draining and cleaning by City forces, evidence was found that the reservoir has developed a leak. This leak appears to be a failure of the joints/seams of the reservoir liner material which is leaking at an estimated rate of 75 gallons per minute. The reservoir has currently been drained and is not in operatibn. DISCUSSION: The ideal time for repair of this reservoir is during the cool.weather winter months when water demands are low. As the time frame for these cooler weather conditions is short, any required work will need to be done by contracting through informal quotations rather than formal advertising and.bidding procedures. The Public Contract Code allows for this procedure if the City Council declares the public interest and necessity demands immediate expenditure of public money to safeguard life and health. The passage and adoption of the attached resolution 'will accomplish this declaration. staff has assessed the scope of repairs on a preliminary basis and estimates the cost to be $172,000. Sufficient funding for these repairs exists in the following potential sources: 1. Unused.funds from the 1988-89 Water Capital Improvement Program due to low construction bids for the water main replacement projects. 2. Water Capital Project Fund Once the final magnitude of costs has been established, a recommendation for a specific source of fund expenditures will be forwarded to the City Council. It is staff's intent to complete these repairs within the next 8-10 weeks so that the required repairs on the Foothill Reservoir can commence no later than March 1, 1989. Bob Ledendecker R~nald E. W~ord Director of Public Works/City Engineer Engineering ~ervices Manager RECOMMENDATION: It is recommended that the City Council adopt a resolution declaring that public interest and necessity demands immediate expenditure of public money to safeguard life and health. 1 5 6 ? 8 9 10 11 12 13 14 15 16 18 19 20 21 2i .25 26 27 21 RESOLUTION NO. 88-135 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, ORANGE COUNTY, CALIFORNIA, DECLARING THAT PUBLIC INTEREST AND NECESSITY DEMANDS IMMEDIATE EXPENDITURE OF PUBLIC MONEY TO SAFEGUARD LIFE AND HEALTH. (RAWLINGS RESERVOIR REPAIRS) WHEREAS, during draining and cleaning of the Rawlings Reservoir evidence of a leak was discovered; and WHEREAS, it has been determined that the leak must be repaired during the cool weather period when water demands allow the temporary.removal of the reservoir from service. NOW, THEREFORE, the City Council does resolve as follows: SECTION ~. There is an immediate need to drain the reservoir, locate the'leak, and make the necessary repairs as quickly as possible. SECTION ~. That the public interest and necessity demands the immediate expenditure of public money to safeguard life and health. · sECTION ~. The Director of Public Works/City Engineer is directed to take steps to immediately eliminate said conditions in this emergency without complying with the formal bidding procedures for public contracts. SECTION 4. This action is taken pursuant to Section 20168 of the Public Contract Code of the State of California. PASSED AND ADOPTED at a regular meeting of the City Council of the City of Tustin held on the 19th day of December, 1988. ATTEST: Mayor city clerk .
