CONCEPTUAL PARK PLAN~IEIGHBORHOOD PARK SITE FOR TRACT f12345
RECONFtENDATION:
It is recommended that the City Council approve design concept of Neighborhood
Park and authorize FORMA to begin working drawings.
BACKGROUND:
In December 1986, Council authorized an agreement for professional services
with the FORMA Corporation to complete park design, bid documents, and
specifications for a 4.25 acre Neighborhood Park site in East Tustin, Tract
#12345. The preliminary design has been completed and is ready for the
Council's review.
At its May 11 meeting, the Planning Commission adopted Resolution #2404,
finding the park site in conformance with the Recreation Element of the Tustin
General Plan. The Commission commented that adequate security lighting should
be provided for the park. Also, there was a request for a lighted basketball
court; however, it was pointed out that intensive sport activities are
scheduled for the community-level parks. Staff advised that the cost for
providing that type of a facility could be prohibitive.
The design team included staff members from Engineering, Maintenance,
Community Development, and Community Services. The team met several times and
carefully reviewed the plan. The Police Department's concerns have been taken
into consideration in the design, as well. Staff and consultants are
enthusiastic about the park's design.
Mark Lorge from FORMA will make a short presentation to the City Council on
the park concept plan. Upon City Council approval, FORMA will begin working
drawings.

RESOLUTION NO. 2404
A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY
OF TUSTIN FINDING THE PROPOSED PARK SITE AND CONCEPT
PLAN FOR LOT 6 OF TRACT 12345 IN CONFORMANCE WITH THE
RECREATION ELEMENT OF THE TUSTIN AREA GENERAL PLAN
The Planning Commission of the City of Tustin does hereby resolve as
fol lows:
I. The Planning Commission finds and determines as follows:
A. That pursuant to East Tustin Residential, Phase I, Planned
Community Regulations Tract Map 12345 locating lots for
residential and park purposes was approved on June 16, 1986.
B. That EIR 84-3 certified on July 1, 1985 considered environmental
aspects of the project area, including the park site, in
conformance with CEQA.
C. That subsequent to Tract 12345 approval, three residential
subdivision projects were authorized as was development of a
4.25 acre site on Lot 6 of Tract 12345 as a neighborhood park.
D. That neighborhood parks are defined in the Recreation Element of
the General Plan as being at least three acres in size and
providing the following:
1. Passive and active open space.
2. Playground equipment.
3. Sports fields.
4. Pi chi c areas.
E. That the concept plan dated March 30, 1987 and presented to the
Commission on May 11, 1987 meets all criteria listed in Section
I.D. of this resolution and is therefore in conformance with the
Recreation Element of the General Plan.
F. That the balance of parkland required of residential development
in the Phase I area will be dedicated in a future Community
Level Park in conformance wi th Tract 12345 and approved
Tentative Tract Map 12763. This allocation of parkland is also
in conformance with the East Tustin Specific Plan as well as the
Recreation Element.
