APPROVAL RESOLUTION NO. 87-126
RECOMMENDATI ON:
Approve Resolution No. 87-126 and authorize staff to apply for a State Child Care
License for school-age programs at Tustin Unified School District sites.
FISCAL IMPACT:
There will be no fiscal impact for this program as it will be totally
self-supporting. This program will not require any additional capital costs
because of the sites being utilized.
BACKGROUND:
Currently the City of Tusttn sponsors two very successful .recreation and child
care programs at Tustin Unified School District facilities; one site is at Lambert
School for pre-school children, and the second recreation program is located at
Beswick School. Both programs are highly structured, providing the children with
.a wide variety of recreational activities.
State law requires that municipalities must license child care programs operating
more than 12 hours per week. Each program site must have its own license even
though the program is the same at each site. Due to fluctuations in school
enrollments, the program could lose the use of its room and have to be relocated
thus requiring a reappltcatton for a license. Approval of this Resolution will
allow staff to expeditiously handle this situation and be able to accommodate
changed or additional sites as needed. This Resolution pertains only to the City
providing the program at Tustin Unified School District sites. If the program can
no longer be accommodated by the School District, Council would have to reconsider
the whole matter.
With the success of the Beswick Program, other Tustin schools have inquired about
having a school-age program on site. Veeh School has expressed a genuine
interest; the Principal has provided a room and has 30 parents ready to enroll
their children. This is not a new program, but merely an additional site. With
Council approval, staff hopes to be ready to operate this program by the beginning
of December.
The licensing process and any fees involved will be handled by the contractor,
even though the license will be in the City's name as the sponsoring agency.
Full-time City staff will be used only' for monitoring purposes. The program will
be provided by independent contractors, as are most of our programs.

This Resolution will allow the City the opportunity to offer licensed programs
using Tustin Unified School District sites as they are needed in the community.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA, APPROVING THE APPLICATION FOR MULTIPLE CHILD
CARE CENTER LICENSES IN ACCORDANCE WITH HEALTH AND SAFETY
CODE SECTIONS 1540 and 1541 AND OTHER APPLICABLE LAWS.
WHEREAS, the legislature of the State of California enacted the
provision of AB46g in September, lg84, which requires cities to license
Child Care Programs operating for more than 12 hours per week; and
WHEREAS, the City of Tustin Community Services is proposing to
operate after-school Child Care Programs at various Tustin Unified SchoOl
District facilities for more than 12 hours per week and;
WHEREAS, these Child Care Programs will provide a worthwhile
service to the children and parents of our community;
NOW, THEREFORE, BE IT RESOLVED that the Tusttn City Council hereby
authorizes applications for Chtld Care Center licenses for Tustin
After-School Child Care Programs.
PASSED AND ADOPTED at a regular meeting of the City Council of the
