HAIN STREET PARKING PROHIBITION FROM NEWPORT AVENUE WESTERLY -
INFORHATIONAL REPORT
RECOMMENDATION:
Receive and file.
BACKGROUND:
An explanation was requested by City Council with respect to the on-street parking
prohibition along the southerly side of Main Street adjacent to the Carver
development.

As a condition of development of both the Carver development retail and office
sites, Staff recommended that all on-street parking along Main Street, Newport
Avenue, and E1 Camino Real adjacent to the development be prohibited. This
condition was approved and the parking prohibition implemented.
DISCUSSION:
The reasoning for this parking prohibition initially was to eliminate a future
action by the City to require parking removal once the center merchants and
customers had become accustomed to utilizing these spaces on a routine basis. The
condition was approved and implemented. It is Staff's opinion that additional
travel lanes will be required on both Newport Avenue and Main Street as future
development and traffic generation in the general area occurs.
A review of the available parking spaces for both the retail and office
developments indicates there are 455 retail parking spaces and 184 office parking
spaces. On the retail site, there are 73 spaces on the westerly perimeter which
were designated primarily for employee parking. A field review on three different
days revealed that 80-90% of these spaces were not being utilized. The approval of
this development also required a parking management plan which provided for joint
use of both the retail and office site spaces and the designation of the spaces
along the westerly perimeter as employee spaces.
Staff would recommend that no action be taken to reinstate the on-street parking
along the Main Street frontage.
