HomeMy WebLinkAboutPH 2 CD BLOCK GRANT FDS 12-7-87TO: FROM: SUBJECT: WILLIAM HUSTON, CITY NANAGER COHMUNITY DEVELOP#ENT DEPARTHENT 1988-89 PROPOSED USE OF COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS (14th YEAR APPLICATION) RECOF~ENDED ACTION It is recommended that the City Council adopt Resolution No. 87-141 approving the 1988-89 application for the proposed use of Community Development Block Grant funds. BACKGROUND The County of Orange has solicited funding applications for participation in the Urban County's Community Development Block Grant (CDBG) program for fiscal year 1988-89 (Program Year XI¥). . The proposed use of CDBG funds will continue to be affected by requirements contained in the Federal Housing and Communities Act of 1974, as amended, including the following: " 1. The primary objective that must be met for all CDBG Programs is the development of viable urban communities, including decent housing and a suitable living environment, and expanding economic opportunity, principally for persons of low and moderate income. . Proposed CDBG Programs must give maximum priority to benefiting low and moderate income households and/or in preventing or eliminating slum or blight. The priority test is only met if 51~ of total funds provide direct or area benefit to low and moderate income households. ! . Residential rehabilitation continues to be eligible if the structure is occupied by a low or moderate income household; the structure is sub-standard; in an area designated as slum or blighted; or the rehabilitation is necessary to eliminate a specific condition detrimental to public health or safety. 4. The City has designated those areas which meet state or local definition of slum or blight in order to spend funds outside of areas where there is a concentration of low or moderate income households. (See attached map of target areas). Since 1982, the City has primarily used its CDBG funds for housing rehabilitation, and capital projects. A summary of performance data on all projects undertaken over the last several years is included as Attachment I. In preparation of the City's 1988-89 Community Development Block Grant application, staff requested proposals from' all City Departments and also published a notice inviting project proposals and citizen comments on the use of 1988-89 CDBG funds. No proposals have been received. The Department also will be holding a meeting on December 4th with it's Citizen's Advisory Committee to review the proposed use of funds. An oral report will be provided summarizing the results of this meeting at the City Council's meeting on December 7th. After review of eligible projects, staff is recommending that the following projects receive funding as part of the City's 1988-89 CDBG Application. 1. Residential Rehabilitation - $100,000 - Continuation of the City's participation with the County in providing low interest loans and grants for rehabilitation of single family homes, mobile homes and multiple family units. The program is available cttywide to low and moderate income households and in slum and blight areas to eliminate these conditions. 2. Commercial Rehabilitation - $40~000 - Grant/rebates to businesses in Old Town and in First Street Specific Plan area for minor exterior repairs and beautification. 3. Peppertree Park Restroom Demolition and Reconstruction - $20,000 - Replacement of substandard restrooms in an area largely serviced by persons of low and moderate income. 4. Tustin Area Senior Center Site Demolition - $15,000 - Miscellaneous site demblition costs for a project which will provide direct benefit to persons of low and moderate income. 5. Graffiti Removal Program- $20,000 - Proposes use of contract services for continued and systematic removal of graffiti. Public Improvements - $100,000- Street improvements for Orange Street between E1 Camino Real and San Juan Street includes widening, reconstruction with curbs, gutters, sidewalk, drive aprons, street lights and water main facilities. WHEREAS, under the Housing and 'Community Development Act of 1979, as amended, Federal assistance may be provided for the support of Community Development activities which are directed toward certain specific objectives as set forth in the Act; and WHEREAS, as a city with a population of less than 50,000 Tustin's Community Development Block Grant (CDBG) Application is submitted and funds are distributed by the County of Orange. WHEREAS, the following steps were taken in preparation of the City's 1988-89 CDBG Application: 1. Citizens were furnished with information concerning the CDBG Program, the range of eligible activities, and the proposed use of funds through non-legal press, releases and at a public hearing held on December 7, 1987. 2. A public hearing to obtain the views of citizens on community development and housing needs was held on December 7, 1987. e An application has been prepared for City's participation in the 1988-89 CDBG Program. This information was publicized in such a manner to afford citizens an opportunity to submit comments on the proposed use of funds and the Community Development performance of the City of Tustin; and WHEREAS, a public hearing on the City's application "1988-89 Community Development Block Grant Application", was held on December 7, 1987. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TUSTIN RESOLVES AS FOLLOWS: Section 1. The City Manager of the City of Tustln or his designated representatt ye i s authorized to execute such documents, certifications, contracts, or other instruments as may be required to carry out the City's Community Development Block Grant Program. Section 3. The City Clerk shall certify to the adoption of this Resolution and shall file a copy of said Application with the Minutes of this City Council Meeting.
