SUBJ£OT: TRAFFIC STUDY OF CALTRANS PROPOSED FREEWAY
WIDENING DETOUR PROGRAM
RECOMMENDATION
That the City Council authorize participation in a joint traffic study
with the City of Santa Ana regarding Caltrans' proposed detour program
for freeway widening and a supplemental budget appropriation for 1987-88
in the amount of $3,250.00.
BACKGROUND
In conjunction with widening of Route 55 and Interstate 5 freeways,
Caltrans is proposing a detour program that would close off both First
Street and Fourth Street for extended periods. These closures and
subsequent re-routing of traffic will seriously impact many
intersections in both the City of Santa Ana and the City of Tustin.
The City .of Santa Ana has negotiated with a consulting firm to perform a
traffic study to determine those impacts and develop mitigation measures
for which Caltrans will be requested to provide funding. The study area
would be bounded as follows:
West - Grand Avenue
East - Yorba/Pacific Streets
North - 17th Street
South - Chestnut/Main Streets
About 25% of the intersections to be analyzed are in Tustin and 75% in
Santa Ana. The consultant's fee of $13,000 would be shared on a 75-25
basis. Tustin's share of $3,250 would be handled on a purchase order
basis.
