AUTHORIZATION TO INSTALL NEW STREET LIGHTS ON MAIN STREET
RECOMMENDATION
It is recommended that at their meeting of December 7, 1987 the City
Council authorize the installation of 10 new standard type street
lights on both sides of Main Street between "C" Street and Pacific
Street.
BACKGROUND
In conjunction with the recently completed "Main Street Reconstruction
Project", approximately 1700 L.F. of underground conduit was
constructed to accommodate the installation of 10 new street lights on
Main Street at previously determined locations. .At an earlier City
Council meeting, Staff was requested to investigate the possibility of
using decorative/ornamental type lighting fixtures for this area.
The new lights will be installed by the Edison Company and five
existing lights mounted on wooden power poles will be removed.
There is presently $16,000.00 budgeted for this project in fiscal year
1987-88.
DISCUSSION
The Edison Company offers a fairly limited selection in the area of
decorative type street lighting. The best choice of the options
available would be a mission bell style fixture similar to what is now
existing on E1 Camino Real in Tustin's Old Town.
However, rather than the mission bell decorative type fixtures, it is
recommended that the City Council approve the installation of standard
style street lights with marbelite poles for the following reasons:
1. Intrinsically, the lighting pattern supplied by any of the
decorative style lights is less than that of a standard street ~ light.
Considering that the size and proximity of the number of trees on this
stretch of Main Street would reduce this coverage even further makes it
preferable, from a safety standpoint, to install the standard type
street light~
2. Except for the block immediately west and the block
immediately east of E1 Camino Real which have the mission bell style
fixtures, and the 5 older lights on wooden poles scheduled for removal,
the majority of.the existing lights on Main Street from Newport Avenue
east to the Costa Mesa Freeway are relatively new standard type street
lights on marbelite poles. Installing decorative type fixtures at the
new locations would create a haphazard and patchwork sort of effect

which would not be aesthetically pleasing and would, in fact, defeat
the whole purpose of having the decorative style lighting in the first
place. For the area between "B" and "C" streets, this would be
particularly noticeable; on the south side of the street there are two
existing standard street lights on marbelite poles, and across the
street at one of the new locations we would be installing the
decorative type fixture. There is the option of going to the added
expense and trouble of removing the existing street lights and poles
and replacing them with the new style but this course of action is not
recommended.
3. The decorative style street lights cost between $500 and $700
more per light than the standard type and are not as readily available.
The Edison Company estimates it would take 6 to 8 months longer to
order and install the decorative style lights than it would the
standard street lights.

AUTHORIZATION TO ADVERTISE FOR BIDS FOR CONSTRUCTION OF
TUSTIN AREA SENIOR CENTER
RECOMMENDATION:
The City Council at their December 7, 1987 regular meeting, adopt Resolution No.
87-143 approving plans and specifications for the Tustin Area Senior Center, and
authorize staff to advertise for bids.
BACKGROUND:
The Tustin Area Senior Center Fund Raising Can~at.qn was officially kicked Off-at
the City's Fourth of July celebration. The goal of $800,000 nearly has been met.
This project has taken four years to develop. The plans have been carefully
reviewed by the appropriate City Departments and the various grants
administrations, and the project ts ready to go to bid.
Estimated construction cost for this project i~ $1.9 million. The City of Tustin
has been awarded over $1 million in grant monies from state and federal agencies.
The fund raising efforts will continue, and the project must break ground by May
1988 in order not to jeopardize a major portion of the grant funds.
Listed below is the estimated time table for construction.

RESOLUTION NO. 87-143
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF TUSTIN, CALIFORNIA, APPROVING PLANS AND
SPECIFICATIONS FOR TUSTIN AREA SENIOR CENTER
AND AUTHORIZING ADVERTISEMENT FOR BIDS
WHEREAS, it is the intention of the City Council of the City of
Tusttn, California to contract for construction of the Tusttn Area
Senior Center; and
WHEREAS, the City Engineer has presented plans and specifications
for accomplishing said work;
NOW, THEREFORE, BE IT RESOLVED that the plans and specifications
presented by the City Engineer be and are hereby approved as the
specifications for:
Tustin Area Senior Center
200 "C" Street
BE IT FURTHER RESOLVED that the City Clerk is hereby authorized
and directed to advertise as required by law for the receipt of sealed
bids or proposals for the doing of the work specified in the aforesaid
plans and specifications.
PASSED AND ADOPTED at a regular meeting of the City Council of
the City of Tustin, held on the day of , 1987.
