SU~ECT: AUTHORIZATION TO ADVERTISE FOR BIDS FOR CARPETING AND
CABINETRY WORK WITHIN THE CITY HALL COMPLEX
RECOMMENDATION
That the Tustin Community Redevelopment Agency at their meeting of
December 7, 1987 adopt Redevelopment Agency Resolution No. 87-17 and No.
87-18 directing the Secretary to advertise for bids for carpet
installation and cabinetry work within the City Hall complex.
BACKGROUND
On November 2, 1987,the Agency passed and adopted Redevelopment Agency
No. 87-16 which previously authorized the advertisement of bids for
carpet installation with a 'scheduled bid award date of December 7, 1987.
Due to a delay in scheduling of bid documents and coordination with
other work to be accomplished within the City Hall complex, it has
become necessary to re-authorize and establish a new bid award date for
said bids.
DISCUSSION
Redevelopment Agency Resolution No. 87-17· rescinds Redevelopment Agency
Resolution No. 87-16 and authorizes the re-advertisement of bids for
said carpet installation work. Additionally, Redevelopment Agency
Resolution No. 87-18 authorizes the advertisement of bids for cabinetry
work within the City Hall complex. This cabinetry work will include the
construction and relocation of the Community Development Department
counter, a joint use Finance Department/Administrative Services
Department counter, and the replacement of countertops at the
Engineering and Community Services counters. The tentative schedule for
these projects is as follows:
Agency authorization for bids ............ December 7, 1987
First legal advertisement .................. December 17, 1987
Second legal advertisement ................ December 24, 1987
Open bids ................................. January 7, 1988
Award bid/contract ........................ January 18, 1988
The Staff report at the January 18, 198~ meeting will include a request
for a supplemental budget appropEiation to cover any additional work
items as previously outlined in the Executive Director's memo dated
November 2, 1987.

RESOLUTION NO. RDA 87-17
A RESOLUTION OF THE TUSTIN COMMUNITY REDEVELOPMENT AGENCY
OF THE CITY OF TUSTIN, CALIFORNIA APPROVING PLANS AND
SPECIFICATIONS FOR CARPETING IN THE CIVIC CENTER COMPLEX
AND DIRECTING THE SECRETARY TO ADVERTISE FOR BIDS
WHEREAS, adoption of Resolution No. RDA 87-17 officially
rescinds Resolution No. 87-16; and
WHEREAS, it is the intention of the Redevelopment Agency
of the City of Tustin, California to purchase and install
cabinetry at various locations in City Hall; and
WHEREAS, the City Manager has presented plans and
specifications for said work;
NOW THEREFORE, BE IT RESOLVED that the plans and
specifications presented by the City Manager be and are hereby
approved as the plans and specifications for:
CARPETING IN THE CIVIC CENTER COMPLEX
BE IT FURTHER RESOLVED that the Secretary is hereby
authorized and directed to advertise as required by law for the
receipt of sealed bids or proposals for the performance of the
work specified in the aforesaid plans and specifications which
said advertisement shall be substantially in the following
words and figures to-wit:
"NOTICE TO CONTRACTORS"
SEALED PROPOSALS will be received at the office of the
Tustin Community Redevelopment Agency Secretary, Tustin City
Hall, 300 Centennial Way, Tustin, California, until 10:00 a.m.
on the 7th day of January, 1988, at which time they will be
publicly opened and read for performing work as follows:

The Tustin Community Redevelopment Agency reserves the
right to reject and all bids and/or waive any informality on a
bid. No bidder may withdraw his bid for a period of thirty
(30) days after the date set for the opening thereof.
The contract, will be awarded to the lowest qualified
bidder.
Ail work to be done under the direct.supervision of the
City Manager, City of Tustin.
Ail work to be paid for at the unit prices from
appropriated monies.

The Tustin Community Redevelopment Agency has obtained from
the Director of Industrial Relations the general prevailing
rate of per diem wages and the general prevailing rate for
legal holiday and overtime work in the locality in which the
work is to be performed for each craft or type of work needed
and a copy of the same is on file in the office of the Agency
Secretary.
Not less than said prevailing rates shall be paid to
workers employed on this public works contract as required by
Labor Code Sections 1771 and 1774 of the State of California.
PASSED AND ADOPTED by the Tustin Community Redevelopment
Agency of the City of Tustin, California, this 7th day of
December, 1987.

ments. All counter cabinet tops are to be
constructed identically with Wilson-Art or
equivalent covering.
