I TO:: WILLIAM HUSTON, CITY MANAGER FROM: PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION ~B.tBJECT: APPLICATION FOR FUNDS UNDER THE ORANGE COUNTY ARTERIAL HIGHWAY ~ FINANCING PROGRAM (AHFP) FOR 1988-89 FISCAL YEAR RECOMMENDATION That the City Council adopt a resolution requesting the County of Orange to include the improvement of certain streets in the 1988-89 FY AHFP. BACKGROUND Under AHFP, the county provides -50% funding for high priority improvement projects on the arterial highway system. Applications are received by December 31 each year for the following fiscal year. The applications are taken first through a technical review process, next through a committee of Orange County Division of the League of California Cities after which a final project list is approved by the Board of Supervisors. Recent AHFP projects in the City of Tustin include 17th Street widening/reconstruction and Red Hill/Walnut right of way acquisition and widening improvement. Last August a staff report to the City Council outlined three tentative projects for 1988-89. To these we have added Jamboree Road through the MCAS, a project already in progress but short of local funding. ANALYSIS The proposed projects to be included in the application, their estimated cost and proposed funding sources are shown in the attached matrix and a description of each project follows. I!. First and Tustin Avenues - This involves widening to general plan width within existing right-of-way in front of the Revere House (Tustin) and the Blue Bird Motel (Santa Ana) and widening in front of the last remaining undedicated parcel on the west side of Tustin (Santa Aha). Improvements include a new traffic signal with left turn phasing and channelization to provide double left turn pockets for both eastbound and southbound traffic. The City of Tustin would be lead agency with the City of Santa Ana sharing the cost. 2. Yorba Street, First Street to Irvine Boulevard - This involves acquiring one parcel on the west side of Yorba and six parcels on the east side. At 133 N. Yorba, it will also be necessary to acquire the house as the hew property line comes right up to the building and the entrance will be well above the sidewalk elevation. The occupant would be entitled to relocation assistance. Improvement consists of widening both sides to line· up with existing curbs and sidewalks where previously widened. This will provide for four lanes in this segment to the general plan width with left turn lanes at First Street and at I~rvine Boulevard. 3~. Jamboree Road, Barranca Parkway to Edinger Avenue - This project will provide a new six-lane divided highway on new alignment through the east side of the USMC Air Station. The right-of-way is being provided by the U.S. Government in a land swap with The Irvine Company. The project includes grade separation structures at Moffatt Drive and Warner Avenue. 'The construction cost is to be shared among the City of Tustin, the City of Irvine, and The Irvine Company. This general plan project will provide much needed relief for Red Hill Avenue traffic. It is proposed .that construction funding be phased over a two-year period. This request would be for the first year, 1988-89. 4.. Yorba Street, Laurie Lane to Santa Clara Avenue - This improvement is partly in unincorporated territory and-partly in the City of Tustin. Two parcels of right-of-way would be acquired in the City portion and three parcels in the County portion. At the southwest corner of Yorba and Santa Clara, the existing house would also be acquired as the new property line will be into the house by two or three feet. The occupant would be entitled to relocation assistance. The improvement would provide four lanes within the project limits with left turn pockets at Santa Clara. There would also be a traffic signal installed at Yorba and Santa Clara. The City of Tustin would be lead agency with the County participating in the cost. CONCLUS ION A resolution has been prepared for City Council action on December 21. Total cost estimated at $ 11,500,000 RESOLUTION NO. 87-156 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, REQUESTING THE COUNTY OF ORANGE TO INCLUDE WITHIN THE ARTERIAL HIGHWAY FINANCING PROGRAM THE IMPROVEMENT OF VARIOUS STREETS WHEREAS, the City of Tustin desires to improve First Street, Tustin Avenue, Yorba Street, and Jamboree Road within the limits listed below; and WHEREAS, these streets are important arteries in the County of Orange and of general County interest; and WHEREAS, Article 2 and Article 3, Chapter 9, Division 2 of the Streets and Highways Code authorizes a County, if it so desires, to expend funds apportioned to it out of the California Highway Users Tax Fund for aid to any City in the improvement, construction, or repair of a street within a City; and WHEREAS, the Board of Supervisors intends to, by appropriate action, de in the County Road budget for the Fiscal Year 1988-89 a sum of money for the improvement of streets within the incorporated cities of the County in accordance with the Orange County Arterial Highway Financing Program. 13 NOW THEREFORE, BE IT RESOLVED that the Council of the City of Tustin hereby requests the Board of Supervisors of the County of Orange to allocate 14 to said City from County Funds the amount of $706,000, said amount to be matched by funds from said City, to be used to aid said City in the improvement of the following streets in accordance with the attached project statement: 15 16 17 18 First Street, Intersection wi th Tustin Avenue ............ $109,000 Yorba Street, First Street to Irvine Boulevard .......... $110,000 Jamboree Road, Barranca Parkway to Edinger Avenue ....... $250,000 Yorba Street, Laurie Way to Santa Clara Avenue .......... $237,000 BE IT FURTHER RESOLVED that the Board of Supervisors of the County of 19 Orange is hereby requested to find that said improvements on these streets, in the manner provided, is in the general County interest. 20 BE IT FURTHER RESOLVED that, by this Re~olution, the City of Tustin agrees with the basic concepts of the Arterial Highway Financing program; and further agrees that its share of the cost of improvements and rights of way 22 will be available for the fiscal year 1988-89. 23 PASSED AND ADOPTED at a regular meeting of the City Council of the City of Tustin, held on the day of , 1987. 25 26 27 28 ATTEST: RICHARD B.
