HomeMy WebLinkAboutNew Business #3 6-01-87TO: FROM: SUBJECT: WILLIAHHUSTON, CITY MANAGER PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION JAMBOREE ROAD EXTENSION THROUGH MCAS (FILE #2195) RECOMMENDATION: For the City Council meeting of June 1, 1987. Authorize the execution of the extra work change order to Church Engineering, Inc. in the amount of $147,810 to cover extra design work on the Jamboree Road extension plans, subject to receipt of written concurrence from both the City of Irvine and Irvine Company. BACKGROUND: The City of Tustin has been acting as lead agency for both the City of Irvine and The Irvine Company for preparation of plans and specifications on the Jamboree Road extension through M.C.A.S. The design process for this project has been in progress since early 1986. Many design delays have been encountered due to the changes in project scope with respect to access to Warner Avenue, and to provide access to a land-locked Irvine Company parcel. Additionally, redesigns have also taken place to minimize the right of way impacts to the M.C.A.S. properties. DISCUSSION: The consultant on this project has incurred certain additional costs on items of design work which exceeded the original scope of work for the project. These additional items of work amount to $147,810.00 and have been reviewed by the City staff as well as the City of Irvine staff and The Irvine Company staff and have been found to be acceptable to all parties by verbal response. A written confirmation has been requested from both agencies and should be available by 6-1-87. The requested extra work consisted of fourteen items of which one item was denied due to its inclusion within the original scope of work. A funding agreement between the three agencies provides for cost sharing on the project as follows: City of Irvine --- 46% Irvine Company --- 36% City of Tustin --- 18% MAY 26, 1987 PAGE TWO This cost sharing ratio was applied to eleven of the thirteen extra work items. The cost for one item is shared equally between the City of Irvine and The Irvine Company and the second item is to be funded 100% by The Irvine Company. The funding distribution for the requested $147,810 of extra work is as follows: City of Irvine --- $62,328 Irvine Company --- 61,468 City of Tustin --- 24,014 When this project was initiated, the three agencies committed to an equal share distribution of the cost based upon a $250,000 estimated project cost. As a result of this commitment, the City budgeted a one-third share in the amount of $83,400.00. As a result of the revised funding commitments of 46%-City of Irvine, 36%-The Irvine Company and 18%-City of Tustin, adequate funds exist in the original Tustin budget commitment and no additional funding appropriation is necessary to fund this extra work.
